JOB SUMMARY
The Sr Manager, Health & Safety provides leadership, direction and guidance for the Refinery’s Occupational Health & Safety obligations. This role is responsible for ensuring compliance with applicable regulations, and effective application of safety related programs, implementing innovative solutions for evolving standards, establishing and fostering a healthy safety culture, and managing risks. This role provides technical expertise and support for occupational health & safety, emergency preparedness & response, industrial hygiene, industrial medical care and security programs within the refinery including regulatory knowledge and interpretation, risk control methods and best practices to all areas of the Refinery. The Safety & Process Safety Manager is engaged with regulators, community interest groups, contractors and consultants to ensure our Company commitment to keeping people safe and demonstrating process safety leadership. This position will collaborate with Corporate Health and Safety and Corporate Environmental and Regulatory Affairs to assist with developing and implementing company policies and programs, commenting on proposed rules and legislation, developing compliance programs for new regulations, and assisting with the overall improvement of company-wide safety performance.

EDUCATION AND EXPERIENCE
- 4 year / Bachelor's Degree (Required)
- Two (2) or more years supervisory/management role in refining, petrochemical, or chemical industry (Required)
- Eight (8) or more years Experience in safety related field (Required)
- Preferred CertIfications/Licensures: CSP or CIH Certification

- Physical ability to work on and around industrial equipment, including climbing of stairs, ladders and in confined spaces , Ability to wear Personal Protective Equipment (PPE) in designated areas (hard hat, safety glasses, gloves, boots, hearing protection, respirator)
- Provides guidance and leadership in administrating the development, implementation and execuation of the policies, procedures, training programs, and process safety management systems to identify and reduce/eliminate potential hazard exposures
- Identifies and establishes leading indicator metrics that are tracked, trended, and used in a way to identify areas for concern, improve safety programs, address risks/hazards and ultimately eliminate incidents.
- Develops and implements long range plans to ensure safety, process safety, and security compliance and improve the overall performance.
- Develops and manages the safety, process safety, and security operating and capital project budgets and supports other departments with planning for costs associated with programs.
- Implements strategies for industrial and occupational safety, emergency preparedness, industrial hygiene, industrial medical care, and security including applicable systems, procedures, and audits to identify improvement areas for effective risk management.
- Provides guidance in administrating the development, implementation and execution of the policies, procedures, and safety management systems to identify and reduce/eliminate potential hazard exposures
- Identifies and establishes leading indicator metrics that are tracked, trended, and used in a way to identify areas for concern, improve safety programs, address risks/hazards and ultimately eliminate incident
- Responsible for implementing and organizing the Process Safety Management system and programs to assure compliance with OSHA regulations and industry best practices
- Coordinates compliance review audits with corporate, governmental agencies and third-party personnel and maintains proactive and positive relations with regulatory agencies, trade groups, and community stakeholders
- Implements safety, process safety, and security training and ensures training compliance as well as develop capability for effective application of safe work practices and other safety procedures
