Environmental Specialist - Air Quality

The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.

Job Summary:
Develops and implements programs to ensure that environment regulatory obligations are fulfilled in a cost-effective manner and that environmental risks are effectively managed. Analyzes and maintains detailed records of air pollutant emissions and associated activities. Assists in preparation of air quality permits and prepares necessary documentation for permits by rule. Maintains detailed records and prepares related reports and studies for submission to regulatory agencies. Establishes procedures to collect and report data for compliance with BWON, MACT, Title V, Texas air quality rules including emissions inventories, and toxics reporting requirements for TRI and Tier 2 annual reports.  Assists with TSCA and HPV reports. Cross-trains for environmental support of water, waste and other programs.

 

Job Responsibilities:

  • Supports the site’s safety commitment.
  • Performs emissions and discharge calculations, completes regulatory compliance reports, coordinates environmental performance testing.
  • Conducts visible emissions observations when required.
  • Ensures operational records demonstrate compliance with assigned environmental regulations/programs and are recorded and properly retained.
  • Takes rotating call and must be prepared in an emergency to make agency notifications or provide emergency assistance including but not limited to spill response direction.
  • Assists in proceduralizing processes and techniques to meet the requirements of the department.
  • Evaluate new and existing regulatory requirements and implement procedures to assure compliance.
  • Ensures environmental inspections required by air quality regulations and programs are performed, recorded, and reported as applicable.
  • Maintain Records and Documentation in a readily retrievable format.
  • Generates air quality regulatory and emission event reports/records to support compliance.
  • Communicates effectively with plant Operations and Maintenance personnel to provide guidance and acquire information necessary to meet regulatory obligations.
  • Reads and interprets documents including but not limited to environmental regulations, operating and maintenance instructions, procedure manuals, and process and instrumentation diagrams. (P&IDs)
  • Serves as a resource to others in the resolution of complex issues.
  • Assists in orientation and training of employees and contractors in environmental regulations, permits, plans and guidelines.
  • Assists with regulatory agency inspections and interactions with agencies as directed.
  • Assists with MOCs and incident investigations as required.
  • Track root causes for Title V events.

 

Required Qualifications – Education, Skills & Experience:

Typical Minimum Requirements:

  • Bachelor’s degree in engineering or science from an accredited university or college
  • At least 2 years of related experience including environmental report preparation
  • A minimum of 1 year industry or environmental consulting experience (3+ years preferred)
  • Technical expertise including knowledge of chemical properties and processes
  • Ability to multi-task in a fast paced environment
  • Demonstrated communication skills
  • Strong leadership qualities
  • Ability to perform at a high level with minimal direct oversight
  • Safety as a priority
  • Strong drive for departmental and organizational success
  • Must be legally authorized to work in the United States
  • Must be able to pass pre-employment background screening and drug screen
  • Proficient with Microsoft Excel®

 

Preferred Qualifications – Education, Skills & Experience:

  • Chemical or Environmental engineering degree preferred
  • EIT or professional engineer (PE) registration is a plus
  • Certified visual opacity observer
  • Refinery air quality emissions quantification skills
  • Experience with CEMS requirements
  • Experience using PI® data historian
  • Practical use of the SAP® platform
