Delek US Holdings, Inc. is a diversified downstream energy company with assets in petroleum refining, logistics, asphalt, renewable fuels and convenience store retailing.  The refining assets consist of refineries operated in Tyler and Big Spring, Texas, El Dorado, Arkansas and Krotz Springs, Louisiana with a combined nameplate crude throughput capacity of 302,000 barrels per day. Delek US Holdings owns 100 percent of the general partner and 81.6 percent of the limited partner interest in Alon USA Partners, LP (NYSE: ALDW), which owns a crude oil refinery in Big Spring, Texas, with a crude oil throughput capacity of 73,000 barrels per day and an integrated wholesale marketing business.

The logistics operations primarily consist of Delek Logistics Partners, LP. Delek US Holdings, Inc. and its affiliates also own approximately 63 percent (including the 2 percent general partner interest) of Delek Logistics Partners, LP.  Delek Logistics Partners, LP (NYSE: DKL) is a growth-oriented master limited partnership focused on owning and operating midstream energy infrastructure assets. 

The asphalt operations consist of owned or operated asphalt terminals serving markets from Tennessee to the west coast through a combination of non-blended asphalt purchased from third parties and produced at the Big Spring, Texas and El Dorado, Arkansas refineries. The renewables operations will consist of plants in Texas and Arkansas that produce biodiesel fuel and a renewable diesel facility in California.

The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores which also market motor fuels in central and west Texas and New Mexico.

Role Summary

The Operations Manager position plans, directs, and coordinates Refinery Operations with overall responsibilities for production, maintenance, quality and other production-related activities while reporting directly to the Refinery Manager.

Job Accountabilities

  • Provide leadership and support of a behavior based safety culture at every employee level.
  • Manages, controls and implements improvements in the day to day operations of the refinery while leading a team of about 15 salary and 125 hourly Operations staff.
  • Continually improve safety record by addressing both physical safety issues and employee safety attitudes. 
  • Develop and implement annual business plans (financial, safety, environment, quality, personnel, etc.) in alignment with refinery and corporate objectives.
  • Provide effective leadership for all Operations’ Department activities by actively utilizing tools such as standard work to drive KPI’s, to measure and improve Plant performance
  • Develop and implement policies, procedures and standards as it relates to production, quality, process engineering, distribution, and scheduling to meet Business Plan goals
  • Coordinate technical resources across refinery to improve performance and reliability while prioritizing opportunities for future improvements, and to reduce operating costs
  • Accountable for ensuring reliable and cost effective operations while meeting or exceeding federal, state, corporate and industry standards and leading practices in Safety, Environmental, and Quality.
  • Develop Department Staff through training, performance management and career development using evaluation process, review process and other resources available
  • Motivate, encourage and support the Operations’ Staff to find and implement solutions and corrective actions
  • Support the development and self-direction of workforce by providing coaching and training on operation skills, techniques and process knowledge to provide organizational strength and individual growth within the organization
  • Assure that collective bargaining agreements are effectively administered and that employee grievances are addressed in a timely fashion
  • Prepare, manage and maintain capital expenditure and operating budgets.
  • Participates in and directs the planning and execution of turnaround, shutdown and start up activities
  • Maintain good working relationships with external and internal stakeholders
  • Accountable and successfully achieves workforce stability through recruitment, development, training, turnover management, and succession planning toward annual and long term plan performance objectives
  • Initiate plans and processes which minimize manufacturing costs through effective utilization of manpower, equipment, facilities, materials, and capital
  • Monitor progress towards goals, ensuring actions are in place and sufficient when progress is not on track to achieve goals
  • Responsible for assuring all company policies, rules and guidelines are being followed and administered in a fair and consistent manner. Provide direct assistance to Human Resources for all employee issues
  • Evaluate equipment and processes to identify ways to optimize performance or to ensure compliance with safety and environmental regulations
  • Collaborate with other Department Managers, as well as other Company staff, to share and implement best practices, and to raise the overall standards of the business.
  • Establish group and individual accountabilities throughout the department for problem solving and cost reduction, both on a permanent and ad-hoc basis, depending on need.
  • Maintain and improve housekeeping in all areas
  • Other duties as assigned

Required Qualifications

  • Fifteen (15) years of experience in refinery role including eight (8) years of experience in senior supervisory/management position
  • Strong working knowledge of Process Safety Management and Mechanical Integrity
  • Demonstrated abilities in successfully leading change management
  • Advanced level of proficiency with Microsoft Office applications (Excel, Word, PowerPoint, Outlook, Visio, Publisher, and SharePoint) and Adobe Acrobat
  • Excellent written and communication skills
  • Demonstrated knowledge of business management principles involved in strategic planning, production methods, and coordination of people and resources
  • Strong interpersonal skills and the ability build relationships with stakeholders, including staff, board members and external partners
  • Demonstrated values of honesty and integrity, respect for others, teamwork and collaboration, accountability and performance
  • Proven experience with project management using best practices to implement and sustain solutions
  • Strong organizational skills that reflect ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail
  • Demonstrated ability to multi-task, adapt and be flexible to adjust to changing demands, timelines and deliverables
  • Proven ability to lead, coach, mentor and evaluate direct staff and staff not under direct supervision
  • Demonstrated ability to achieve high performance goals and meet deadlines in a fast paced environment
  • Ability to handle sensitive information with discretion, integrity and the highest degree of confidentiality
  • Experienced in accounting principles and development of operating budgets
  • Must pass drug test and background check
  • Must be legally authorized to work in the United States


Preferred Characteristics

  • Bachelor’s degree in Engineering preferred.
  • Knowledge/experience with 5-S, Six Sigma or Lean Manufacturing principles
  • Comprehensive knowledge of predictive maintenance practices and procedures
  • Experienced in managing in an union environment
