Delek US Holdings, Inc. is a diversified downstream energy company with assets in petroleum refining, logistics, renewable fuels and convenience store retailing.  The refining assets consist of refineries operated in Tyler and Big Spring, Texas, El Dorado, Arkansas and Krotz Springs, Louisiana with a combined nameplate crude throughput capacity of 302,000 barrels per day.

Job Summary


The Senior Strategic Sourcing Specialist is tasked with identifying and executing strategies for major capital project spending categories, as assigned.  The individual must be responsible for proactive market research and analysis regarding business critical and time-sensitive labor and materials.  The individual participates and leads all phases of sourcing, including identifying opportunities and lessons learned from past projects, developing negotiation strategies with key suppliers and contractors, building and maintaining strategic alliances and partnerships, developing cost models, alerting management and Capital Projects of any marketplace and/or economic movements that may benefit or harm a Project’s success.


Description & Responsibilities


  • The candidate will work individually, as part of the Delek Logistics Engineering team, in tight coordination with both the Capital Construction and Operations teams. 
  • Develop and maintain relationships with key suppliers and contractors, primarily in the West Texas and Permian Basin markets.
  • Develop and communicate strategies by using market analytics, benchmarking, 3rd party reporting, industry data, tariff and trade policy, and cost modeling.
  • Leverage the group spend/demand, develop supplier management strategies and tactics to ensure the organization is getting the best possible products & services, quality and price.
  • Rationalize the vendor portfolio to ensure critical construction and operations products are proactively managed.
  • Work closely with the Construction and Engineering teams to ensure Vendors are delivering goods and services in-line with contractual obligations, purchase requisitions, and purchase orders.
  • Identify through investigation and communication significant improvement opportunities, suggesting ways in which to realize cost savings and schedule compression opportunities and delivering them.
  • Proactively challenge and support the vendors to identify and deliver improvements.
  • Work with the Engineering, Construction, and Project Management teams to ensure supplier quality requirements are adhered to.
  • Set and monitor KPI's, and when necessary put in place corrective action plans ensuring performance improves.
  • Conduct regular supplier reviews including supplier visits, quarterly business review meetings and the use of supplier quality audits.
  • Identify risks in the current equipment supply chain, including micro and macro market dynamics, and put in place solutions to eliminate or mitigate these risks.
  • Support engineering on specification changes and new standards introductions that impact the manufacturing, Vendor selection, and supply chain processes.
  • Coordinate with Corporate and Local procurements teams on supplier management and continuous evolvement of KPI’s (performance, quality, delivery, cost and communications).
  • Collate and analyze data to aid strategy formulation and decision-making.
  • Prepare consolidated managerial reports as needed to facilitate and recommend actions to ensure optimal supply chain execution.


Requirements - Skills/Knowledge/Abilities


  • Bachelor's degree in business, finance, industrial engineering, supply chain management or other related discipline
  • 3-5 years of work experience in strategic sourcing, category management supporting operations and capital construction projects; 1-2 years in midstream oil & gas industry
  • Experience working for Operators within in the midstream oil and gas industry
  • Able to handle multiple priorities with minimal supervision
  • Able to foster and build both existing and new relationships with key suppliers and contractors within the assigned markets.
  • Some familiarity of contract law
  • Working knowledge of purchasing and logistics related activities including contract negotiation/administration, supply chain management, budget preparation and cost control
  • Understanding of Supply Chain Management operational concepts surrounding scheduling, purchasing, supplier selection, inventory control, logistics, shipping/receiving, vendor relations, and customer relations.
  • Familiarity with SAP purchasing and cost control systems is a plus.
  • Demonstrated ability to deliver cost reduction and operational performance results
  • Flexible to travel away from home office location up to 25% of the time
