Delek US Holdings, Inc. is a diversified downstream energy company with assets in petroleum refining, logistics, renewable fuels and convenience store retailing.  The refining assets consist of refineries operated in Tyler and Big Spring, Texas, El Dorado, Arkansas and Krotz Springs, Louisiana with a combined nameplate crude throughput capacity of 302,000 barrels per day.


The logistics operations primarily consist of Delek Logistics Partners, LP.  Delek US Holdings, Inc.and its affiliates own approximately 63% (including the 2 percent general partner interest) of Delek Logistics Partners, LP.  Delek Logistics Partners, LP (NYSE:DKL) is a growth-oriented master limited partnership focused on owning and operating midstream energy infrastructure assets.


The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.

Delek has built a center-led procurement organization to support all of its business units, including refinery operations, transportation and logistics, pipelines and terminals, retail operations and the corporate support center.  The team is expanding to add a Strategic Sourcing Manager position to support Capital Projects and the related services.


The Strategic Sourcing Manager, in collaboration with the Capital Projects team and the Corporate Procurement team, will be responsible for the development and implementation of sourcing and procurement strategy for a range of products and services that relate primarily to capital projects.  This may include categories such as project design, engineering services, site preparation, construction services, technical and mechanical services and other equipment.  This person will provide thought leadership from a procurement perspective, and collaborate with business partners to consider new strategies for extracting value from these categories.  This role reports into the Director of Procurement.


The ideal candidate will be a polished, energetic professional and hands-on team player capable of managing competing priorities associated with the Delek Procurement function.  Good people skills are important as this position interacts with a variety of stakeholders and will need to be able to clearly communicate ideas and strategies, collaborate and seek alignment with stakeholders, influence decisions and manage expectations across the company.  Flexibility and a positive attitude are also important as we continue to build the team and build new processes.  Ingenuity, collaboration, and creativity, rather than maintaining precedence, will determine our success.


Primary Responsibilities:

  • Support and collaborate with the Capital Projects team in project procurement
  • Serve as the SME for a range of materials and services, and manage those categories from a procurement standpoint.  Emphasis on engineering, construction, and related categories.
  • Perform spend analysis based on a variety of relevant information, prepare financial models, identify opportunities for efficiency gains and cost savings, and present business case and recommendations to internal business partners
  • Determine best sourcing strategy (e.g. RFP, renegotiation, outsource) and lead teams in executing strategy
  • Negotiate and manage enterprise wide contracts, including contract compliance, with suppliers and internal stakeholders
  • Interact with business partners to develop, engage and lead supplier relationships for creating the greatest value in cost, security of supply, risk management, and innovation. 
  • Manage the ongoing performance for a subset of the most strategic suppliers including setting objectives for continuous improvement, quality and performance, and supplier evaluations where warranted
  • Keep abreast of changing business requirements and market conditions, and manage suppliers and contracts to maintain value and competitiveness
  • Support the strategic goals of the business partners; act as a ‘consultant’ to help achieve those objectives


Additional Responsibilities:

  • Participate in implementation of new procurement systems, policies, and processes
  • Track and report savings / business value and other KPIs for each executed strategy
  • Network externally to facilitate competitive intelligence including best practices, emerging / potential sources of competitive advantage, market pricing, benchmarking
  • Be recognized by business partners for supporting their strategy and driving value


Specific Skills and Experience:

  • Experience with and knowledge of relevant processes, suppliers, and industry standards; experience in Capital projects with scope of $50M+.
  • Experience in the Refining industry is preferred; experience in the energy sector is a plus
  • Ability to exercise judgment in selecting techniques and evaluation criteria, and ensure that project goals, schedules and performance requirements are achieved
  • Exceptional negotiations skills
  • Fluency in contract terms and conditions, contract development and contract management
  • Financial analysis and value / TCO analysis
  • Strategic, long term critical thinking and planning
  • An understanding of supply risk management and its implications
  • Strong communication and presentation skills, including executive levels of management
  • Ability to drive decisions through influence
  • Bias for action and urgency
  • Minimum 5 years of experience (10 years preferred) with focus on strategic sourcing and contract negotiations


Other Qualifications:

  • Mechanical or Process Engineering degree preferred, or equivalent combination of experience and education
  • Ability to travel as needed – 15% - 30%
