Delek US Holdings, Inc. is a diversified downstream energy company with assets in petroleum refining, logistics, renewable fuels and convenience store retailing.  The refining assets consist of refineries operated in Tyler and Big Spring, Texas, El Dorado, Arkansas and Krotz Springs, Louisiana with a combined nameplate crude throughput capacity of 302,000 barrels per day.

 

The logistics operations primarily consist of Delek Logistics Partners, LP.  Delek US Holdings, Inc.and its affiliates own approximately 63% (including the 2 percent general partner interest) of Delek Logistics Partners, LP.  Delek Logistics Partners, LP (NYSE:DKL) is a growth-oriented master limited partnership focused on owning and operating midstream energy infrastructure assets.

 

The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.

Position Overview:
This position is responsible for coordinating and providing overall leadership and support to Managers, Marine Operations and ensuring that all operational systems are streamlined and followed. A nominated Ship Manager, Marine Operations will serve as Deputy for this position.  This position is responsible for the operations, strategic and business development initiatives which could include asset purchase/due diligence, it would include budgeting and overall profitability responsibility.  Alignment with Delek’s Core values and 5-year strategic plan.

 

Major Responsibilities Include:
•    
Ensure that marine assets are operated in compliance with the policies of the corporation and within the rules and regulations of the appropriate governing authorities and     

     agencies with special attention given to safety, security and protection of the environment.
•    Work closely with representatives from various industry associations and governing agencies regulating the operation of our marine assets.
•    Oversee marine operations, maintenance, repair, dry docking, replacement equipment purchases and overall budget control.
•    Set up and maintain back up plans for all marine vessel Captains and crew.  
•    Maintain current knowledge of up to date technical research and relevant projects, plus maintain an oversight of new technology for use onboard barges and run test programs on

     such equipment together with ships' personnel.
•    Represent Delek at industry association meetings as required.
•    Initiate action to prevent the re-occurrence of any conformance relating to product, process, and quality systems in the Marine Operations area.
•    Identify and record any problems relating to the product, process, and quality systems in the Marine Operations Department.
•    Leadership concerning staffing, performance appraisals, promotions, salary recommendations and terminations.
•    Communicate company and department goals and targets with managers, marine operations.
•    As and when required, during normal operations and/or out of port work, assist with the coordination and management of incidents and emergency situations, including

     performing ‘on call’ duties. 
•    Assist in ensuring and maximizing the utilization of common user and base operator berthing and other facilities. 
•    Maintain Security Plan in compliance with relevant legislation and guidance.,. 
•    Ensuring continuous improvement of customer service and quality standards. 
•    Liaison with all relevant government agencies, statutory bodies and emergency services. 
•    Manage Marine activity to optimize revenue earning capability and profitability 
•    Ongoing review and optimization of operational costs. 
•    Promote Delek’s commitment to Safety and protection of the Environment. 
•    Ensure compliance with all health, safety, environmental and legislative requirements. 
•    Maintain and enforce a safe working environment for all employees, contractors, visitors and customers. 
•    Ensure all accidents and incidents are reported and investigated in consultation with the Port Marine Superintendent and Compliance Manager. 
•    Ensure effective Marine Review and Safety Meetings are conducted on a regular basis and actively participate in these meetings. 
•    Management of employee qualifications, training, training records and other documentation to ensure currency with operational and legislative requirements. Awareness of

     qualifications & experience required to conduct competent and safe operations. 
•    Ensure all employees are developed, properly trained and effectively managed, including performance management issues. 
•    Undertake the effective recruitment and selection of marine personnel in accordance with recruitment policies and procedures. 
•    Be aware of HR policies and procedures and work with the Senior Management Team as necessary in the management of all employee issues. 
•    Ensure employee records in the database are kept up-to-date at all times. 
•    Ensure that all relevant certification and refresher training is attained and maintained to the appropriate level for the position. 

 

Requirements – Education/Experience/Qualifications:

•    Marine management or operational experience. 
•    A senior marine qualification or relevant degree. 
•    Understanding of relevant occupational health, marine safety and environment obligations and systems. 
•    Experience in writing and implementing company procedures. 
•    Proven leadership and people management skills. 
•    Candidate should have a solution driven approach and proven marine management skills. 
•    Strong MS Office 
•    Oil & Gas / Cargo logistics experience. 
•    Demonstrated safety training in an industrial environment
•    Knowledge of proper procedures for the marine transportation of oil products. 
•    Ability to prioritize and organize multiple tasks and projects, manage competing priorities, and meet deadlines in a fast-paced and growth-oriented environment
•    Experience delivering reporting and presentations, including creation through analysis to all levels of the company, including the executive team
•    Must be highly organized, analytical, action and detail oriented and possess an "ownership" personality with a sense of urgency
•    Strong demonstrated interpersonal and communication skills (written and verbal), with excellent attention to detail and a customer-service orientation
•    Must be legally authorized to work in the United States
•    Must be able to pass pre-employment background screening and drug screen 
•    Familiarity with OCIMF TMSA and SIRE programs
•    Experience managing DL and LG cargo tankering operations

 

Desired Qualifications:
•    Ten (10) years of marine operations, commercial and business development experience.
