Delek US Holdings, Inc. is a diversified downstream energy company with assets in petroleum refining, logistics, renewable fuels and convenience store retailing.  The refining assets consist of refineries operated in Tyler and Big Spring, Texas, El Dorado, Arkansas and Krotz Springs, Louisiana with a combined nameplate crude throughput capacity of 302,000 barrels per day.

The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.

Job Title: Director of Engineering Services


Division/Department: Engineering & Project Development


Position Summary:

Direct the supervision of all refinery engineering personnel to ensure the highest level of productivity, safety, and overall refinery profitability.  Manages the total engineering function of the refinery, including process engineering, project engineering, control systems engineering, and strategic project development.  May be responsible for laboratory QA/QC function.


Education Requirement:

Bachelor of Science Chemical or Mechanical Engineering required


Experience Requirement:

Minimum of ten years of directly related experience required.  Minimum of five years’ experience in management level required.


Major Accountabilities:

  • Sets safety goals and objectives for the Engineering group.
  •  Prepares capital and operating budgets for the Engineering group and control to ensure that costs are within budget. 
  • Manages a safety program to meet or exceed those goals.
  • Participates in refinery-wide safety programs such as Joint Health and Safety Committee or VPP to set a leadership role.
  •  Reviews work lists with the Managers to determine contract skills and manpower requirements and to determine which tasks are to be handled by Engineering with outside contract personnel.
  •  Maintains current lists of approved vendors and engineering contractors.  Manage bids and selection of outside contractors for refinery engineering and services.
  • Participates in plant optimization and in troubleshooting (problem identification and resolution) to solve difficult engineering, maintenance and operating problems.
  •  Reviews contracts relating to the engineering group to ensure that the scope of work is clear and concise and that no attachments violate policy.
  •  Participates in turnaround planning.
  • Accountable for both cost control and schedule attainments.  Facilitate integration of capital work into the turnaround environment.
  • Directs planning, engineering, and field activities for all major capital work.
  • Participates in the selection and development of systems and procedures that improve information access and distribution, and that improve accountability for both project and maintenance costs.
  • Selects, develops, and motivates subordinates to ensure that the staff is competent and reliable.
  • Sets performance goals and objectives for individual staff members, review individual performance appraisals, and direct training efforts to ensure the goals and objectives are met.
  • Develops and maintain a current succession plan.
  • Maintains active communication with all personnel to ensure that any changes in policies and procedures are understood and to make management goals and objectives clear.
  • Formulates and execute the vision and direction of the department.  Screen and evaluate new/emerging technology alternatives for new projects and unit revamps that respond to changing market or regulatory conditions, or improve the refinery’s competitive position.
  • Develops refinery capital budget and strategic plan in conjunction with Corporate Planning. 
  • Coordinates the development of AFE’s in accordance with company policy. 
  • Advises and supervise project development. 
  • Develops refinery projects, new refinery business, by determining the scope, capital cost, operating cost, variable and net revenues, and financing alternatives.
