The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.

Position Summary:

Describe overall job purpose (reason it exists).   Point of contact for Operations planning and execution of turnaround/shutdowns.  Responsible for consolidation of scope of work for capital construction, local capital, expense, and maintenance expense. Leads the front end development and detailed planning to prepare systems decommissioning and cleanup, shutdown and startup sequencing, work closure, procedure development, pre-commission planning, MOCA closure and PSSR planning and execution.  Interfaces with Refinery Operations to develop the startup strategy and plan; and, leads with Operations the process to complete facilities checkout, pre-commissioning and a safe, on time startup of facilities.

Experience Requirement:             10 plus years in Refinery Operations or Manufacturing Complex experience with prior supervisory experience.  Must have knowledge of and proven experience in key components of moderate to major project execution from pre-sanction through execution and startup.  Must be a self-starter with minimum supervisor oversight with excellent communication skills including both oral and written.

Major Accountabilities:

Accountabilities are actions that define the elements of the job’s overall purpose.

Start with an action verb               •             Assists in the development of specific schedule for a turnaround, shutdown or construction with milestones to plan and execute the work.

•             Develops the permitting plan with the Turnaround Manager to maximize efficiency and minimize down/lost time due to permitting.

•             Develops the shutdown and startup sequence and activities.

•             Support the Core Team in the development of the procedures, practices, and other techniques to facilitate the turnaround, decommissioning/commissioning and disposal activities.

•             Develops staffing plan for Operations activities during the turnaround.

•             Gate keeper for control scope from Operations and production.

•             Participates in P&ID reviews.  Ensures drawing content is adequate for Operator training and decision making.

•             Monitors job preparation and work progress in the field, informing the Core Event Team of any deficiencies.

•             Works closely with Engineering in developing the Tie-In Packages, and ensuring completeness prior to execution.

•             Support the integration of process changes in the existing plant facilities, including utilities.

•             Participates in the HAZOP and other PHA activities.

•             Must have a commitment to safe execution of work with no harm to people or the environment.
