The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.

Position Summary:

To provide expertise and recommend actions to senior refinery management regarding current and developing environmental issues which impact refinery operations. Design operationally effective environmental programs.   Implement, coordinate, and monitor the overall effectiveness of these programs from both a company standpoint and for government requirements. Contact point for local, state, and federal government regulatory agencies, attorneys, consultants, trade organizations, and the general public on environmental issues. Lead and supervise the Environmental organization for maximum effectiveness to support the Krotz Springs Refinery.

 

Education Requirement:

  • Bachelor’s degree in chemical or environmental engineering or equivalent science/technical degree.

 

 

Experience Requirement:         

  • Minimum of 10 years of environmental experience in a refinery. Work specifically in the environmental field with direct experience with agencies and permitting is required.
  • Comprehensive knowledge of federal and Louisiana state regulations is required. 
  • Supervisory skills are required with demonstrated organization improvements.
  • Instruction on specific environmental programs, solutions to specific problems, and regulatory updates are available through formal seminars, technical society seminars, or manufacturer's instructions.

 

 

Accountabilities:

  • Must maintain up-to-date knowledge of existing and proposed environmental regulations to ensure continued compliance.   Must have the ability to forecast the impact of regulatory changes on refinery operations and advise and recommend to senior refinery management cost-effective methods to implement these changes.
  • Review and assist Delek legal council in determining the impact of environmental issues/legislation. Review and submit comments on state and federal proposed regulations to ensure the company's concerns are addressed in the proposed legislation.
  • Serve as a contact point with government environmental agencies including city, county, state, and federal to ensure compliance with regulations. Provide information and coordinate with these agencies.  Work with the refinery organization to implement corrective action as needed to maintain compliance. Implement, modify, and maintain record-keeping procedures and report noncompliance to proper authorities.
  • Negotiate with regulatory agencies to secure favorable environmental permits for the company.  Review refinery processes and recommend changes to maintain compliance. These changes may include modifications to equipment or refinery processes.
  • Participate in local environmental, safety, and civic organizations to maintain current knowledge of activities in the community that may affect Delek.  Provide a favorable perception of Delek's commitment to environmental issues.
  • Provide direct supervision and guidance to Environmental Engineering staff, to ensure programs are effective from an environmental and operational standpoint.   Design, implement, and maintain programs in accordance with company standards and regulatory requirements.   Review the effectiveness and modify on-site programs to ensure the goals of departments, standards of the company, and regulatory requirements are met.
  • Thorough knowledge of the Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, Toxic Substance Control Act, Comprehensive Environmental Response and Compensation Liability Act, Federal Oil Pollution Act, and their applicable regulations and Louisiana state equivalents is required.
  • Perform all duties following the safety guidelines established by the Refinery.
