JOB SUMMARY

Responsible for the administration, coordination, and oversight of an effective emergency response team and facility-wide program. Also assists with the implementation of, and adherence to, the overall safety program to ensure the safety of personnel in the facility and surrounding community.

EDUCATION AND EXPERIENCE

  • High school diploma or GED (Required)
  • 4 year / Bachelor's Degree (Preferred) 
  • Four (4) or more years Experience in a related field (Required) 
  • Fire protection/prevention experience in petroleum and/or chemical industry (Preferred) 
  • Industrial fire training certification, HAZMAT certification, First Aid and CPR/AED certification, High Angle and Confined Space Rescue Certification, and Safety management courses (Required) 
  • Leadership under extreme conditions is essential.
  • Must possess excellent oral and written communications skills and have the ability to teach, instruct, lecture, and demonstrate to team members and students is required.

 

JOB REQUIREMENTS

  • Maintain up to date Emergency Procedures (ICP, FRP, etc.) ensuring compliance with applicable government regulations and/or standards (OSHA, DOT, EPA, PSM, etc).
  • Ensure readiness of refinery emergency response systems and equipment and provide oversight of fixed fire protection systems.
  • Provide overall assistance/direction to the Incident Commander and may assume Incident Commander responsibilities during emergencies. 
  • Request and coordinate any outside assistance as needed. Provide leadership to emergency response personnel during emergencies while
    ensuring the safety of all employees, contractors, and community.
  • Provide technical assistance/advice on risk management issues related to fire protection and emergency preparedness and response.
  • May be responsible for oil spill response program.
  • Support the Safety department by providing occupational safety, health and industrial hygiene expertise to refinery personnel.
  • Schedule and evaluate off-site emergency response specialized training. 
  • Set guidelines, administer, and review expense accounts related to emergency response activities. 
  • Develop, administer, and control the facility’s emergency response budget.
  • Assist with new employee orientation
  • Coordinate the inspection and testing of emergency response equipment (e.g., fire trucks, trailers, pumps, fire protection systems, safety equipment) and maintain the appropriate records of inspections, testing, and PM.
  • Develop, coordinate, and document emergency and evacuation drills for the facility’s personnel.
  • Coordinate emergency response drills with the city, county and mutual aid partners.
  • Recommend fire protection policies and procedures for management approval.
  • Provide monthly progress report on all emergency equipment and training for the Refinery Safety Manager.
  • Assist with insurance inspections of the fire protection systems and equipment.
  • Maintain contact with local industrial counterparts.
  • Maintain an equipment inventory list with design performance specifications.
  • Participate in incident investigations as required.
  • Research and interpret federal, state and local regulations, along with policies and procedures related to emergency response and safety.
  • Other duties assigned.
