JOB SUMMARY
Develops and implements scheduled plant/facility shutdowns and turnarounds in compliance of safety, environmental, regulatory requirements. Monitors pre-shutdown activities and manages the development of the shutdown budget. Applies engineering principles and establishes company best practices for turnaround.
EDUCATION AND EXPERIENCE
- High School Diploma or GED (Required)
- In lieu of the above education requirements, an equivalent combination of education and experience may be considered.
- Four (4) or more years Turnaround/maintenance experience in a refinery and/or petrochemical facility (Required)
- Required Certifications/Licensures: ( Working knowledge of Industrial engineering, safety, and IHS standards and procedures, Knowledge of major turnarounds and turnaround projects processes and have experience in estimating, planning, coordinating and executing shutdowns.

Walk job site on a regular basis (30%), Must be able to wear PPE , May be required to climb ladders or scaffolding
- Coordinates with multiple refinery functions (operations, inspection, engineering, capital projects, reliability, etc.) to define and vet detailed work scope, resource estimates, manpower requirements used to build turnaround schedules
- Supports the facilities contracting strategies by performing pre-bid job walks, answering scope questions, addressing contractor logistical requirements, delineating areas of responsibilities
- Acts as the point of contact between contractors and refinery’s technical departments
- Gathers and inputs progress status updates to accurately reflect projected completion date
- Conducts random field audits to verify reported progress; inputs corrections as needed
- Leads Turnaround (T/A) development consistent with the T/A premises, goals and objectives; facilitating Leads and facilitates BU scope development
- Ensures development is defined per processes and procedures and in accordance with the T/A premise document
- Responsible for the integration of reliability, maintenance, inspection and capital work items
- Conducts scope development meetings and is the keeper of the Approved Scope List
- Responsible for overseeing and tracking the Long Lead Material List
- Responsible for loading in Coupa Packages and communications with Supply Chain for bidding out material and services
- Works closely with Operations in development and integration of the scope and operations decommissioning and startup plans; coordinating unit and site preparation and withdrawal for pre/post shutdown efforts
- Assists in the development of the turnaround organization, responsibility matrix and organization chart; including assisting in the development of a specific event schedule with milestones to plan and execute the turnaround
- Leads the Planning team efforts to identify and coordinate support departments input into the plan and provides scope and detailed estimates
- Participates in developing the contracting strategy; schedules work with the scheduler, with final plan providing a well-defined and effective task-based work plan identifying duration and manpower requirements
- Integrates all disciplines (including projects, electrical, instrumentation, technical and mechanical) into one master plan

- Identifies gaps and highlights improvements to turnaround procedures; recommends adjustments to the plan and resources as needed for cost efficiency and schedule
- Performs safety audits and assures near misses and injuries are investigated; coordinates the Lessons Learned process
- Leads the safety efforts by demonstrating behaviors consistent with the goals and plans for the shutdown
- Participates in the environmental and Safety plan development and execution
- Ensures all environmental issues are properly addressed and comply with guidelines / regulations
- Escalates issues that cannot be resolved, as needed, by the Planning Team to the Sr TA Specialist and TA Manager/Director
- Assures contractor follow the agreed to plan and assists them with problem identification and resolution
