Project Development Manager

Delek US Holdings, Inc. is a diversified downstream energy company with assets in petroleum refining, logistics, renewable fuels and convenience store retailing.  The refining assets consist of refineries operated in Tyler and Big Spring, Texas, El Dorado, Arkansas and Krotz Springs, Louisiana with a combined nameplate crude throughput capacity of 302,000 barrels per day.

 

The logistics operations primarily consist of Delek Logistics Partners, LP.  Delek US Holdings, Inc.and its affiliates own approximately 63% (including the 2 percent general partner interest) of Delek Logistics Partners, LP.  Delek Logistics Partners, LP (NYSE:DKL) is a growth-oriented master limited partnership focused on owning and operating midstream energy infrastructure assets.

 

The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.

Responsibilities may include: 

  • Conceptualize viable business development projects, developing the opportunity with the counter-party, negotiating the terms and conditions, driving closure of the definitive agreements, collaborate with the deal support teams, and driving integration of the project into business units and business processes.
  • Perform project evaluations and justification; drive the project evaluation process, which includes: defining project scopes and justifications, preparing financial models, presenting project concepts, submitting request for project approval and coordinating project execution.
  • Serve as representative on the Asset Team to develop and maintain a plan for the assets with projected volumes, margins, and targeted customers consistent with the Company’s plans, with monthly updates, regular evaluations and revisions when necessary.
  • Coordinate between Commercial and Asset Team in engineering, operations, marketing, scheduling, accounting, legal, transportation and customers to maximize asset efficiency and profitability.
  • Deliver on the strategic plans, goals and performance standards established for Permian Basin assets.
  • Contribute to the success of the value chain integration including crude and condensate, supply, transportation and marketing.
  • Build and maintain productive, collaborative relationships with peers, management and employees as well as key third party producers, marketers, refiners, and midstream companies.
  • Proactively manage and nurture multiple client relationships, ensuring DKL anticipates and understands client needs; researches and recommends solutions; and delivers on results.
  • Monitor markets, customer and competitive environments and trends; conduct business intelligence research; identify and evaluate market conditions or changes in the industry that may provide business growth opportunities.

 

WORKING RELATIONSHIPS:

Crude Commercial Managers and Representatives, Operations, Contract Administration, and Business Partners.

The Project Development Engineering Manager position will be responsible for the conceptualization, design, & front end engineering of crude oil gathering, transportation systems, and conditioning/processing systems. The role will include interaction with operations, internal technical resources, commercial, customers, engineering firms, contractors, and vendors in developing projects and implementing strategies for execution.

 

Key Responsibilities

  • Work with Business Development and Representatives, Project Management, Engineering, Business Partners and Operations to accurately develop the scope, cost, spend curve and project schedule for potential business opportunities. Perform project evaluations and justification; drive the project evaluation process, which includes: defining project scopes and justifications, preparing financial models, presenting project concepts, submitting request for project approval and coordinating project execution.
  • Assist Project Management and Operations in developing and maintaining lifecycle design considerations for oil pipeline systems.
  • Build and maintain hydraulic models of pipeline systems in order to make design recommendations for improving efficiency or maintaining system capacity.
  • Interpret data to identify constraints or enhancement opportunities on existing systems, followed with recommended actions that maximize throughput while minimizing cost.
  • Professionally interface with vendors and various outside stakeholders while providing technical support as needed.
  • Understand the economic drivers and business needs of the opportunities under development and incorporate them into pipeline & facility options.
  • Identify, document and utilize lessons learned to improve project development methodologies, decisions, risk identification, and improve overall quality of estimates.
  • Anticipate needed asset expansions and/or modifications by creating volume forecasts for the company’s assets.
  • Participate in the due diligence process for acquisitions.
  • Assist in the transition of acquired assets to asset teams.
  • Other duties and special projects as assigned.

 

Basic/Required Qualifications:

  • Bachelor’s degree in engineering or related field (equivalent combination of experience & education will be considered). MBA or advanced degree a plus
  • At least 5+ years of progressive experience in the energy business in crude transportation, supply or related midstream activities.
  • Knowledge of hydraulic & process simulation is a plus. Modeling expertise is a plus.
  • Project Management/Operations experience is a plus.
  • Must have excellent PC skills to include all MS Office products
  • Must have excellent written and verbal communication skills and the ability to effectively communicate with peers, management, customers and vendors while having a strong customer focus (internal and external).
  • Experience in the technical and operational aspects of midstream assets including pipeline, terminal, storage, and crude handling a plus.
  • Outstanding relationship-building skills, ability to interface with various levels and build lasting customer relationships
  • Must possess a disciplined work ethic, work with a sense of urgency and have a strong drive for results.
