JOB SUMMARY:

Delek Logistics is seeking a dynamic and experienced Project Development Engineer to play a vital role in early-phase project development. As the Project Development Engineer, you will contribute significantly to shaping the future of our projects. We seek a passionate and driven individual capable of delivering exceptional engineering solutions during project development and contributing to our organization's growth in the energy sector.

The Project Development Engineer will oversee conceptual-level engineering design during the development phase of capital projects. These projects include brownfield facility upgrades, brownfield system expansions, and new greenfield asset connections related to our midstream terminals, facilities, trucking stations, loading racks, hazardous liquids pipelines, and gas processing facilities.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Prioritize personal and asset safety and maintain a strong commitment to safety throughout all phases of projects.
  • Monitor system-wide performance expectations.
    • Manage production forecast information from Producers.
    • Maintain a system overview and communicate it using dashboards.
    • Collaborate with the Operations Support (Run) Engineering group to stay informed of current system status.
    • Perform conceptual-level system optimization in collaboration with the Process Engineering group, utilizing hydraulic modeling.
    • Conduct feasibility studies and risk assessments to support decision-making.
    • Communicate anticipated system bottlenecks to management.
  • Collaborate with cross-functional teams to define project scope and objectives.
    • Identify capital project opportunities to address system bottlenecks.
    • Optimize and expand assets efficiently by coordinating with the Project Management Office, Commercial department, Procurement department, and Engineering department.
    • Provide information and feedback on engineering, construction, and operating plans, as well as related vendor agreements.
    • Make decisions and act based on logical assumptions derived from factual information.
    • Seek out information from established policies and procedures and/or knowledge experts.
    • Seek input from others.
  • Develop and manage engineering deliverables for early-phase project development, ensuring compliance with industry standards and regulations.
    • Enforce and maintain company safety policies and procedures and ensure compliance with all federal, state, and local laws and regulations.
  • Cultivate positive working relationships with consultants, vendors, suppliers, contractors, and all company departments.
  • Assist in the development of engineering standards, specifications, and policies & procedures required for project optimization.
  • For larger capital projects:
    • Conduct hydraulic modeling.
    • Perform preliminary design of process equipment, piping, and pipeline sizing.
    • Generate engineering deliverables, including but not limited to Process diagrams (PFDs & P&IDs), Equipment list, High-level C&E, and ESD logic.
  • Provide analytics, other information, and feedback to management.
  • Perform other duties as assigned.

REQUIRED EDUCATION/EXPERIENCE:

  • Bachelor’s degree in Engineering (Mechanical, Chemical, Petroleum, or related) from an ABET-accredited program.
  • Minimum of 5-7 years of experience in refining, petrochemical, or upstream oil & gas.
  • A minimum of 6 years of midstream pipeline and/or gas processing experience is preferred.
  • Proven track record in early-phase project development, including engineering deliverables.
  • Deep knowledge of API and related industry standards and best practices.
  • Working knowledge of PHMSA regulations, DOT Part 195, TX Railroad Commission, BLM, ASME B31.3, B31.4, B31.8 design codes, and API Recommended Practices.
  • Willingness to attend and participate in industry-sponsored conferences, seminars, training, and summits.
  • Occasional overnight travel to company locations and facilities for meetings, training, special projects, emergency planning, or information gathering will be required.
  • Must maintain a valid driver’s license.
  • Must be able to obtain a TWIC card.
  • Must be willing to submit to DOT random drug & alcohol screening.

PREFERRED EDUCATION/EXPERIENCE:

  • Master’s degree in Engineering from an ABET-accredited program.
  • Preferred: Chemical Engineer.
  • Professional Engineering (PE) license.
  • 8+ years of broad industry experience.
  • Knowledge of probabilistic modeling and statistics.
  • Experience with AVEVA PI and MS Power BI.
