Delek US Holdings, Inc. is a diversified downstream energy company with assets in petroleum refining, logistics, asphalt, renewable fuels and convenience store retailing. We are hiring for the position of Sr. Manager, Learning and Development. This position is located at our Big Spring, TX refinery and requires the employee to be on-site, daily with operating on a 9/80 schedule.
Provides broad and direct leadership over the development, implementation and delivery of effective learning methods for Big Spring Refinery. Develops strategic plans to build standardized training and skills programs. Aligns with corporate and other business unit learning organizations to ensure standardization and best practices. Collaborates with operations, safety, security and environmental stakeholders to ensure compliance with regulatory and corporate employee training requirements.

Role & Responsibilities:
- Leads learning and development programs and processes that support Big Spring Refinery’s organizational strategic objectives.
- Defines vision and strategic direction for technical and professional training to align with established business strategy. Develops meaningful performance metrics and evaluates productivity to measure program effectiveness.
- Ensures organizational compliance and program documentation are met.
- Collaborates with business unit leaders, training partners and HR teams to deliver integrated learning strategies to meet business needs. Works with leadership and key stakeholders to identify and prioritize learning requirements and recommends programmatic solutions to improve organizational performance.
- Manages the evaluation processes of learning programs. Identifies improvement opportunities and recommends enhancements. Effectively manages and coaches staff of Learning Consultants.
- Prepares and implements local training budget. Plans and manages the implementation and facilitation of activities and events, budget spending, material production and distribution, and other resources to ensure that operations are managed within authorized budgets.
- Collaborates with enterprise learning teams to learn best practices, integrate programs and maintain alignment with corporate-wide strategy.
- Manages vendor relationships and assessments for third-party relationships.
- Manages and/or supports Learning Management System (LMS) including overseeing course content uploads, creations, administration, vendor management, and audit procedures as defined by the LMS Governance.
Required Qualifications – Education, Skills & Experience:
Bachelor’s degree in Human Resources, Business Administration, CPLP or four additional years of related experience beyond minimum required may be substituted in lieu of a degree. Eight or more years of Learning and Development or oil and gas experience required. Five years of management experience required.
Preferred Qualifications – Education, Skills & Experience:
Bachelor’s degree in Human Resources, Business Administration, CPLP or related field and Master’s degree in related field. Ten or more years of Learning and Development or oil and gas experience preferred.
