Senior Rail Coordinator – Big Spring, TX

This role is predominantly performed in front of a computer. The core focus is coordinating the supply of loaded and empty railcars into and out of Delek’s Big Spring, TX refinery to be loaded and unloaded and working with Commercial and Operations teams to balance need with capacity. The position sits on-site at the refinery, and site presence is vital to staying informed of frequently changing and competing areas of focus. Occasionally, the role can be performed remotely, but on-site presence will be the norm. The team member should be motivated to engage in process improvement efforts and will support the Rail Team in handling items related to sites and projects outside of the Big Spring refinery.
Outline of Roles and Responsibilities:
General Duties
- Monitor and manage the supply of railcars into/out of refineries, terminals, renewables plants, railcar storage and shop locations, and more
- Generate car pipeline and fleet snapshot reports
- Work to optimize rail schedules and fleet utilization including periodic maintenance
- Ensure rail inspections are performed timely and effectively
- Troubleshoot operational issues with service and rail providers
- Maintain accurate and consistent tracking for all rail related activity
- Remain highly organized and exhibit strong time management skills
- Work with Operations and Commercial teams to determine best mix of commodities to load/unload by rail
- Work with railroad crews and management to achieve satisfactory customer service and achieve goals
- Coordinate rail transloading operations and provide status updates to relevant parties
- Process improvement
- KPI development and reporting
- Work to drive down costs such as demurrage
- Communicating refinery updates within and outside of transportation teams
- Support the larger Rail Team for various team needs
Employee Development & Performance
- Communicate effectively with freight railroads regarding customer service issues and resolutions, placing diversions, and following up on bad ordered railcars
- Interact with the commercial team to translate sales into the execution of required rail shipments and record negotiated transportation terms in appropriate systems
- Support customers and stakeholders with accurate, real-time asset tracking and tracing
- Build relationships with current and prospective customers and program partners
- Participate in daily/weekly team operations planning meetings
- Provide ongoing support for the strategic development of the company
- Ability to work well in a team environment navigating high pressure situations
- Additional responsibilities as assigned by Rail leadership
- Collaborate effectively within the department and cross-functionally
- Ability to occasionally travel to customer sites and field location(s) if/when needed
Compliance/Safety
- Attend required and supplemental Safety training; PSM (Process Safety Management) training
- Complete Hazmat certification/training for transportation professionals
- Other courses as appropriate to role and for professional development
- Maintain strong alignment with Delek’s Core Values
- This position is located in a field office at a refining plant; Strict adherence to safety protocols is required
Requirements
- Bachelor’s degree in business or other related field; Or, in lieu of degree, at least 4 years of relevant transportation experience including one or combination of the following: transportation industry, oil & gas, or petrochemicals
- At least 2 years of carload rail industry experience
- Excellent organizational skills
- Skilled at identifying gaps in processes
- Ability to communicate effectively and clearly present results to all levels of management
- Knowledge of operational safety programs and procedures
- Experience with and working knowledge of freight billing, tracking and dispute resolution
- Knowledge of AAR rules and regulations
- Experience with commodity logistics, scheduling or operations
- Working knowledge of the rail industry and the advantages and challenges of shipping by rail
- The ability to analyze large sets of data in order to develop and support rail processes and the company’s strategic plan
- Understand not all transportation matters occur between 8 a.m. and 5 p.m., Monday through Friday; Must be willing to occasionally work outside of traditional business hours.
Preferred Qualifications
- 5+ years of rail industry experience
- Basic NAFTA import/export
- Petroleum products industry experience
- Rail bulk liquids transloading experience
- Bi-Lingual Spanish
** The team member must be in the role for at least 18 months before they qualify to transition into a Delek role outside of the Rail Team.**
