Job Summary:
The Emergency Response Specialist will report directly to the Sr. Manager, Safety and is a member of the Safety department and provides technical expertise and support for emergency preparedness & response programs including firefighting, and Technical Rescue Operations. This position will manage all elements of the refinery’s ERT Program, as well as the refinery’s fire protection system inspection, maintenance, and performance testing programs.
The Emergency Response Specialist ensures all refinery emergency response program elements & fixed fire protection system inspection, maintenance, and testing regimes comply with the applicable corporate standards and government safety, training, and health laws, standards & regulations. This position will also plans & execute refinery emergency preparedness drills & exercises, prepares emergency response operations critiques, and maintains strong working relationships with first responder organizations & mutual aid partners.
Job Responsibilities:
- Manage and lead emergency preparedness activities to ensure regulatory compliance and department goals and initiatives are achieved as well as establish the expectations of behavior of the safety culture within the refinery.
- Ensures refinery’s fire brigade is prepared to respond to all emergency situations, minimize exposure to personnel, community, and environment and mitigate damage to refinery property and equipment safely and effectively.
- Coordinates and delivers training/readiness plan in accordance with corporate standards and regulatory requirements.
- Provides technical input into emergency response policies, processes, and procedures. Ensures compliance with applicable governmental regulations and company standards.
- Administers refinery’s emergency response drill program in support of tactical emergency response preparedness.
- Assesses performance through debriefings, exercise critiques, and lessons learned.
- Develops ERT member to be a part of the ERT leadership. Holds those individuals accountable to high leadership standards and completion of ERT routine duties.
- Participate as a member of the Safety team to assist in ensuring high standards of safety performance are maintained.
- Provides assistance to Contingency Planning on oil spill response drills and tabletop exercises.
- Responsible for creating and maintaining fire pre-plans for emergency response to storage tank and process unit fires.
- Conducts Annual Performance Tests of all fixed & mobile refinery firefighting equipment.
- Administers the refinery fire protection equipment impairment reporting, tracking, and resolution processes.
Required Qualifications – Education, Skills & Experience:
- Associate degree in Fire Science/Technical discipline or at least 5 years of related experience. Bachelor's degree in a related field or equivalent experience.
- 5 years of industrial fire department experience or equivalent municipal or military experience.
- Fire Officer experience at Captain Level or above
- Maintain required Medical Surveillance Qualifications for “Hot Zone” Operations
- Working knowledge and understanding of regulations governing occupational safety, specifically OSHA 29-CFR 1910 and 1929 along with the applicable NFPA Standards (10, 11, 15, 20, 24, 25, 1081, 1901, etc.).
- IFSAC accredited NFPA 1021 Standard for Fire Officer Professional Qualifications/Command Operations certification.
- IFSAC accredited NFPA 1002 Aerial Apparatus Driver Operator certification or ability to obtain within 6 months of hire.
Preferred Qualifications – Education, Skills & Experience:
- Minimum 10 years refinery emergency response & fire protection system experience required.
- Substantive knowledge & working experience with the applicable API & NFPA Standards for inspection, maintenance, repair, and performance testing of refinery fire protection & HF Release Mitigation systems.
- HF Alkylation or HF Chemical process unit operation experience.
- Operations of 1250-GPM Industrial Foam Truck and a 3000-GPM Foam Aerial Platform, along with a Foam Concentrate Trailer and two (2) Trailer Mounted DFWP Skid
