Capital Projects Buyer/Materials Coordinator

The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.

Role Summary

The role of Capital Projects buyer/material coordinator will be responsible for the procurement of materials and services for capital projects.  This role exhibits a professional disposition to create and maintain relationships with internal and external customers. The Buyer develops and executes contracts and Master Work Agreements (MWA), purchase orders and coordinates and expedites materials with suppliers to meet demand, price, specification, and delivery requirements, driven from project needs.


This position reports to the Project Controls Supervisor.


Job Accountabilities

  • Perform Contractor and Vendor prequalification
  • Perform contract reviews working with the Refinery Procurement Group
  • Liaise with Corporate Legal Group for Capital Projects contracting needs
  • Assist with the Request for Proposal (RFP) process
  • Assist in other Project areas, including but not limited to Initial Phase, Bid Phase, Development Phase, Management Phase and Construction Phase
  • Responsible for executing the procurement strategies as defined by the Project Manager
  • Price and Source materials, equipment, supplies and services of a specialized or complex nature in accordance with prescribed purchasing regulations and procedures
  • Review and analyze purchase requisitions, investigates and develops sources of supplies, prepares bid specifications, issues bid requests and reviews quotations.
  • Assist with negotiations of agreements with vendors and suppliers
  • Provide cost estimate to include services and materials and contacting vendors to verify delivery of ordered materials
  • Coordinate the delivery of equipment
  • Ensure purchasing data integrity and contract adherence and cost analysis
  • Makes EAM Catalog entries as required
  • Creates EAM Purchase Requisitions as required
  • Create/assist bid requests as necessary
  • Works with Cost Controls to ensure project materials/services are correctly coded and tracked
  • Ensure availability of the required quantity of material at the needed time for project
  • Maintain and ensure that lead times, costs, order multiples, and minimums are accurate
  • Negotiate best costs for all products
  • Liaise closely with Refinery Procurement Group
  • Communicate proactively with internal departments any sourcing or delay issues
  • Work with planning team members to evaluate forecast and schedule
  • Work with Engineering and Warehouse in regards to any quality issues that arise
  • Ensure all purchasing activities adhere to established policies and procedures
  • Assist with related special projects, as required
  • Evaluates vendor quotes and services to determine most desirable suppliers
  • Develops logistics strategy and tactical materials plan.
  • Develops key terms for logistics agreements with third party providers. With Refinery Procurement Group, negotiates and documents agreements with key third party logistics suppliers.
  • Identifies, develops and maintains relationships with third party logistics suppliers.
  • Reviews logistics performance and supplier performance to agreed metrics.
  • Directs any LOC internal logistics personnel and oversees associated assets.
  • Identifies cost reduction and performance enhancement opportunities.
  • Identifies, plans and seeks resources for logistics improvements projects including capital appropriation request as necessary. 
  • Final decision maker in troubleshooting logistics problems. 
  • Creates and manages database of forms, customs letters, bills of lading, invoices and other transactional documentation.  Reviews periodically to identify opportunities to reduce transaction costs.
  • Organize and track materials once delivered onsite
  • Other duties as assigned
    Required Qualifications
  • Bachelors’ Degree in a business, engineering or financial discipline and two (2) years of experience in procurement role in an industrial or manufacturing organization
  • Associates Degree in a business, engineering or financial discipline and five (5) years of experience in procurement role in an industrial or manufacturing organization
  • Demonstrated experience of strategic sourcing, purchasing practices and procedures and contract negotiations
  • Ability to apply professional concepts, experience and company objectives in order to resolve contract issues
  • Proficient in establishing and maintaining professional relations with Suppliers/Vendors
  • Knowledge of materials, products, and the commodity market
  • Ability to organize and multi-task in a fast paced environment
  • Strong analytical and negotiation skills
  • Intermediate financial and problem solving skills
  • Excellent written, oral, interpersonal, and presentation skills to effectively communicate with all levels of the organization and the public
  • Proficient in Microsoft Office applications; Word, Excel, PowerPoint and Outlook
  • Ability to handle confidential or sensitive information with tact, courtesy, and discretion
  • Solid organization and time management skills


Desired Characteristics

  • Bachelor’s Degree in a business, engineering or financial discipline
  • Three (3) years of experience in a procurement role in refining or oil and gas organization
  • Lean Manufacturing and or Six Sigma
