JOB SUMMARY
Develops and implements scheduled plant/facility shutdowns and turnarounds in compliance of safety, environmental, regulatory requirements. Monitors pre-shutdown activities and manages the development of the shutdown budget. Applies engineering principles and establishes company best practices for turnaround.
EDUCATION AND EXPERIENCE
- High School Diploma or GED (Required)
- In lieu of the above education requirements, an equivalent combination of education and experience may be considered.
- Eight (8) or more years Turnaround/maintenance experience in a refinery and/or petrochemical facility (Required)
- Required Certifications/Licensures: ( Working knowledge of Industrial engineering, safety, and IHS standards and procedures, Knowledge of major turnarounds and turnaround projects processes and have experience in estimating, planning, coordinating and executing shutdowns)

- Leads and Responsible for the Planning Team and tracks progress
- Leads cross-department core team in development of detailed fit-for-purpose work scope including integrating approved capital projects into turnaround scope and execution plans
- Oversees Document control on all TA Practices, Master Planning Worklist, and Material BOMs
- Responsible for leading all material orders, overseeing requisitions and communication with Supply Chain
- Assists TA Manager in assuring all material, tools, equipment, and outside contracts are obtained in a timely and cost-effective manner
- Ensures adherence to corporate turnaround standards
- Oversees development of detailed work packages and integrated execution plan including resource estimates, manpower requirements and schedules
- Maintains and communicates credible Front-End Loading (FEL) milestone schedule
- Collaborates with Supply Chain Management on development of contracting strategies, sourcing/staging of materials for turnarounds and contract management issues
- Leads Turnaround (T/A) development consistent with the T/A premises, goals and objectives; facilitating Leads and facilitates BU scope development
- Ensures development is defined per processes and procedures and in accordance with the T/A premise document
- Assists in the development of the turnaround organization, responsibility matrix and organization chart
- Assists in the development of a specific event schedule with milestones to plan and execute the turnaround
- Works closely with Cost Engineer to ensure accuracy in developing estimates and participates in developing the contracting strategy
- Assists in integration of all disciplines (including projects, electrical, instrumentation, technical and mechanical) into one master plan
- Schedules work with the scheduler, with final plan providing a well-defined and effective task-based work plan identifying duration and manpower requirements
- Identifies and develop methods and procedures to improve TA productivity and costs; also identifies gaps and highlights improvements to turnaround procedures
- Performs safety audits and assures near misses and injuries are investigated
- Assists TA Safety Planner in leading the safety efforts by demonstrating behaviors consistent with the goals and plans for the shutdown
- Participates in the environmental and Safety plan development and execution
- Ensures all environmental issues are properly addressed and comply with guidelines / regulations
- Escalates issues that cannot be resolved, as needed, by the Planning Team to the T/A Manager/Director
- Assures contractor follow the agreed to plan and assists them with problem identification and resolution
- Tracks, monitors and reports all aspects of turnarounds (including projects) progress, including planning, estimating, scheduling, job progress, schedule, quality, field productivity and manpower
- Recommends adjustments to the plan and resources as needed for cost efficiency and schedule
