JOB SUMMARY
We are seeking an experienced and strategic Senior Manager, Enterprise Operational Intelligence, who will lead the day-to-day execution, site coordination, and operating discipline of Delek’s CEREB-ROOM capability. Delek’s CEREB-ROOM is a centralized Operational Intelligence and Situational Awareness Center that combines operational data, analytics, drone intelligence, and field insights to provide a real-time view of enterprise operations. This role ensures CEREB-ROOM operates as a 24/7, Operations-aligned situational awareness center that connects OT data, visual inspections, drone intelligence, predictive insights, dashboards, and site SME input into one common operating picture.
The Senior Manager leads a team of professionals and turns multi-source operational data, including drone-captured imagery and multiple systems data into timely, actionable insight that strengthens safety, ground execution, escalations, action tracking, operational efficiency, and data-driven decision-making enterprise-wide.
The position partners closely with Operations, Reliability, Maintenance, HSE, Security, IT/OT, Data Analytics, and site leadership to improve safety, operational visibility, responsiveness, field execution, and data-driven decision-making across Delek’s operating footprint.

Develop and own the enterprise-wide situational awareness and operations-support strategy and multi-year roadmap, aligning with Delek's operational, safety, and cost priorities as it matures into an operations reporting channel.

Build, lead, and develop a high-performing team responsible for enterprise operational intelligence and visual inspection capabilities with a strong emphasis on ground execution and field coordination.

Manage the CEREB-ROOM investment portfolio, including roadmap execution, budgets, technology investments, vendor relationships, and performance measurement.

Establish KPIs that measure operational adoption, business value, decision support effectiveness, and continuous improvement.

Serve as the primary operational leader for the CEREB-ROOM, providing executive leadership with operational insights, asset performance, and recommendations.

Establish enterprise governance standards, standard operating procedures, and best practices to ensure consistent, safe, and compliant drone operations across all locations.

Own the program budget, including fleet procurement, equipment lifecycle planning, technology investments, and vendor/contractor relationships.

Oversee enterprise drone and virtual intelligence capabilities, ensuring safe, compliant (FAA/UAS requirements, were applicable), and effective integration into inspection, maintenance, and operations.

Manage vendor relationships, fleet strategy operational standards, and regulatory compliance supporting enterprise drone operations.

Partner with Operations, refinery leadership, EHS, IT, and Data Analytics teams to integrate multi-source operational data, drone-captured imagery and related inputs into enterprise workflows, inspection programs, and preventive-risk decision-making.

Evaluate, pilot, and scale emerging technologies (e.g., AI-enabled inspection and analytics, autonomous flight, thermal and multispectral sensors, and real-time monitoring platforms) that advance situational awareness, preventive risk detection, safety,

Support incident investigation, root-cause analysis, and risk mitigation strategy for the enterprise drone program, maintain incident reporting and safety assessment procedures.

Define and monitor CEREB-ROOM KPIs to measure safety outcomes, operational value, and return on investment.

Proven experience leading enterprise-scale operations, situational awareness, or data-driven monitoring programs, preferably in the oil and gas or industrial sector; experience with drone/UAS programs is a plus.

Experience in industrial operations, operational intelligence, refining, reliability, HSE, analytics, or enterprise monitoring strongly preferred.

Willingness to travel up to 10–15% to refinery and field operations sites to build strong stakeholder partnerships (Required)
