Delek US Holdings, Inc. is a diversified downstream energy company with assets in petroleum refining, logistics, renewable fuels and convenience store retailing.  The refining assets consist of refineries operated in Tyler and Big Spring, Texas, El Dorado, Arkansas and Krotz Springs, Louisiana with a combined nameplate crude throughput capacity of 302,000 barrels per day.


The logistics operations primarily consist of Delek Logistics Partners, LP.  Delek US Holdings, Inc.and its affiliates own approximately 63% (including the 2 percent general partner interest) of Delek Logistics Partners, LP.  Delek Logistics Partners, LP (NYSE:DKL) is a growth-oriented master limited partnership focused on owning and operating midstream energy infrastructure assets.


The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.


Position Overview:

The Director of Projects will be responsible for project development and execution processes for the projects assigned within Delek US, including scope development, technical oversight, project management/controls and construction management.  Using leadership, process experience, project management, and strategic skills, the Director of Projects will manage resources available, contract or in-house personnel, and execute assigned project from conception to start up while meeting all project deliverables including Safety, Reliability, Schedule and Cost. While technical expertise and ability to execute projects are essential, it is equally important that the Director has the ability to handle day-to-day situations relating to safety, environmental, construction, procurement, and other elements with leadership skills, a positive attitude, the ability to anticipate and deal with challenging situations, critical thinking skills, problem solving skills, and the ability to develop economic and marginal analysis for sound decisions.  Given the wide range and number of on-going initiatives, the successful candidate must be able to multi-task, prioritize, and make decisions quickly and effectively.  This individual will be comfortable working in an environment of uncertainty and change, constantly seeking to drive value for the organization based on the changing landscape.  This position will be located in Dallas, TX.



Specific Duties & Responsibilities Include:


  • Ownership of the execution of  assigned projects, this includes the following aspects:
    • Complete any studies required, leveraging project team and subject matter experts, coordinating with existing project development resources and actively manage the associated capital budgets in refining
    • Review and endorse budgetary estimates, and provide oversight and endorsement of cost estimates through the FEL process.
    • Ensure all gate deliverables are met before proceeding to the next gate
    • Manage communications at all levels of organization, including executive leadership on status of initiatives while proactively seeking input from key stakeholders
    • Leading Delek and contractors for success, project management resources (project engineers and project controls), construction
    • Ensure that all aspects of assigned projects are set up for success, including, project management, project controls and construction management.
    • Oversee the development of a sound Project Execution Plan (PEP) and promotes collaboration and buy in of the plan, and ensure execution delivers per the plan
    • Support Delek resources to drive and deliver commissioning, hand over, and startup of the project
    • Ensure communications and alignment is maintained and promotes transparent interface throughout the project culture.  Proactively identifies obstacles and concerns.  Specifically, stakeholders are managed effectively in support of all project requirements and delivering objectives.
    • Ensure all aspects of project control, monitoring, and auditing is completed; reports are developed and issued as required and the most important items are communicated; auditing on invoices and similar cost controls are completed, variances in cost and schedule are addressed with mitigation plans.
    • Establishes and takes necessary action to minimize project risks, and to ensure the project achieves maximum profitability.  This could include optimizing costs, scheduling, and diligence in scope management, and responsibility for risk assessment, management including identification, analysis, and resolution.
    • Participate in the development of AFE’s and ensures alignment with the spending plan for processing through the established approval system
  • Provide and demonstrate leadership, mentorship, supervision, and evaluation aligned with company requirements
  • Serve as the leader ensuring quality direction, monitoring, and control of the activities
  • Audit projects to capture lessons learned and institutionalize learnings via the process.
  • Leverage extensive experience and judgment to plan and accomplish goals: A wide degree of creativity and latitude is expected
  • Partnering with corporate and site procurement resources, negotiate major contracts with Engineering, Construction, and Inspection companies
  • Foster a corporate culture that promotes unwavering commitment to safety, technical and commercial excellence, team work and people development, ethical practices and individual integrity, sustainability, calculated risk-taking and creativity
  • Foster and maintain positive relationships with constituents, including senior/executive leadership and the customer base
  • Experienced in applying Change Management Principles to organizational initiative
  • Perform other duties as assigned

    Requirements – Skills/Knowledge/Abilities:


    Required Education & Experience:

  • Bachelor's degree in Engineering or a related discipline; Master’s degree preferred
  • Minimum of (10) ten years of project management experience; Oil & Gas or refining industry experience is strongly preferred
  • Demonstrated experience in managing larger projects (>$50 Million) in all phases of development and execution, and overseeing resources of capital projects
  • Management and leadership experience with recruiting, retaining, engaging, and developing a high performing team comprising both technical staff and management
  • Knowledge of practices related to pulling a team together and ensuring alignment across and outside of the team, preparing construction contracts, soliciting and evaluating bids, requisitioning material, tracking budgets, forecasting costs, overseeing construction activities, and preparing project status reports.
  • Ability to lead and manage resources that do not have a direct reporting relationship; experience leading staff and contractors in office and remote locations
  • Ability to prioritize and organize multiple tasks and projects, manage competing priorities, and meet deadlines in a fast-paced and growth-oriented environment
  • Experience leading meaningful sized budgets with full accountability
  • Experience delivering reporting and presentations, including creation through analysis to all levels of the company, including the executive team
  • Must be highly organized, analytical, action and detail oriented and possess an “ownership” personality with a sense of urgency
  • Excellent listening, interpersonal skills, written and oral communication skills
  • This individual will have significant operating experience and be comfortable dealing with senior professionals across a myriad of disciplines ranging from engineering, operations, construction/project development, business development, administration, and more
  • Must be legally authorized to work in the United States
  • Must be able to pass pre-employment background screening and drug screen
