Delek US Holdings, Inc. is a diversified downstream energy company with assets in petroleum refining, logistics, renewable fuels and convenience store retailing.  The refining assets consist of refineries operated in Tyler and Big Spring, Texas, El Dorado, Arkansas and Krotz Springs, Louisiana with a combined nameplate crude throughput capacity of 302,000 barrels per day.


The logistics operations primarily consist of Delek Logistics Partners, LP.  Delek US Holdings, Inc.and its affiliates own approximately 63% (including the 2 percent general partner interest) of Delek Logistics Partners, LP.  Delek Logistics Partners, LP (NYSE:DKL) is a growth-oriented master limited partnership focused on owning and operating midstream energy infrastructure assets.


The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.

We are currently looking for a Process Safety Management (PSM) Engineer for our Big Spring, TX refinery. In this role, you will work with all departments to ensure PSM compliance and define new work flows and processes to improve the site’s Process Safety. This position will also provide support outside the main field of expertise.

Key roles and responsibilities

  • Responsible for facilitating Process Hazard Analysis (PHA) for redo’s, revalidations and projects, and preparing and issuing reports from these studies.
  • Ensure & acquire all necessary Process Safety Information (PSI) prior to meeting facilitation.
  • Ensures that PHA study team compositions are appropriate.
  • Ensure practices are consistent with processes and procedures as established in the Management Systems for the plant.
  • Review and maintain site PSI
  • Ensure PSM decisions, interpretations, notifications and reports are in agreement, well documented and consistent in format and detail.
  • Understand and utilize defined internal and external resources, information, regulations, laws, permits, etc., that impact areas of responsibility.
  • Support field operations on all matters pertaining to PSM.
  • Take the lead on special PSM related projects.
  • Update the Site Chemical Mixing Matrix.
  • Ensure all Independent Protection Layers (IPLs), Consequence Mitigation Systems (CMSs) and Safety Instrumented Functions (SIFs) are reviewed and that they achieve a level of reliability that is appropriate.
  • Ensures site compliance with the Management of Change process, Health Safety and Impact Review, and Pre-Startup Safety Review through participation in the MOC and PSSR process.
  • Participates in Incident Investigations as required.
  • Review Incidents on a weekly basis to determine their PSM Applicability.
  • For high severity Process Safety incidents and High potential Process Safety Incidents, review the most recent applicable PHA to ensure this cause is included.
  • Supports regulatory agencies and corporate compliance audits to the site
  • Responsible for compliance with corporate and site PSM procedures.
  • Develop and Support the training of PSM requirements to plant personnel.
  • Maintains compliance with Federal Regulation 29 CFR 1910.119 (PSM) and 40 CFR 68 (RMP).
  • Maintains a high level of understanding of PSM Laws and Regulations that impact the facility.
  • Accountable for personal work practices that impact Safety and Environmental performance.
  • Must have excellent written and verbal communication skills.
  • Follows instructions and performs other duties as may be assigned by supervisor.
  • Assists other employees in accomplishment of company goals.
  • Participates in and completes company-required training programs.
  • Participates in Environmental, Health, & Safety initiatives as set forth by the company.



  • Bachelor Degree in Engineering or related field with 7+ years of related experience.
  • 5+ years of experience in Process Safety Management including Process Hazard Analysis and Layers of Protection Analysis preferred.
  • 5+ years of experience in plant operations or engineering preferred.
  • Must have a level of proficiency with Internet, Email, and Microsoft programs.
  • Proficiency with PHA software such as PHA-Pro.
  • Knowledge in application and compliance requirements of regulatory codes (OSHA, EPA, etc.)
  • Familiarity with industry standards and recommended practices (API, NFPA, ASME, etc.)
  • Ability to plan, delegate, and organize tasks to consistently produce results within the deadlines.
  • Ability to facilitate & control a multi-disciplined, cross-functional team.
  • Must have strong interpersonal skills to communicate with multiple layers of the organization.
  • Extensive knowledge and leadership of Process Hazard Analysis (PHA) and risk assessment, including HAZOP, What-If, LOPA, and Safety Integrity Level (SIL) identification.
  • Knowledgeable of Quantitative Risk Analysis (QRA), FMEA, Facility Siting analysis, human factor assessment, consequence analysis, risk criteria, and related risk assessment techniques.
  • Ability to apply and interpret standards and procedures to various situations.
