The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.

Role Summary

The Contract Supervisor is responsible for coordinating and overseeing the daily activities off all Contractors supporting maintenance activities utilized by Delek US.  This role is responsible for reviewing and processing all contracts documents in a timely manner to include company pre-qualifications, certificates of insurance, product submittals, lien notices, and other contract related documents as required.  This role is responsible to ensure that all contractors are complying with all Company safety policies and procedures.


Job Accountabilities

  • Coordinate and oversee the maintenance activities of routine, outage and project work performed by contractors to ensure employee safety, quality of work and identified goals are met
  • Manage all site equipment rental agreements and equipment ensuring that rental equipment meets all safe operating requirements
  • Ensure contractors are providing a clean, organized and safe work environment and maintain area(s) by conducting periodic audits and safety walk-throughs
  • Ensure contractors comply with all Company safety and environmental  standards, practices, procedures and legal regulations
  • Manage the maintenance, inspection, repair and demolition activities for tanks in accordance with API 653 standards
  • Develop scope of work and request for bids for assigned contractor work
  • Review submitted bid quotes and select contractor according to RAMS process
  • Manage and maintain contractor on-boarding process
  • Track and process all Contractor Service Agreements in a timely manner; identify changes to the contractors’ Agreement(s) and work with Procurement/Legal for resolution, as required
  • Ensure contractors meet job scope standards by implementing productivity and quality KPI’s to ensure proficient utilization of work group and equipment
  • Maintain and update contractor materials and distribute in a timely manner to new contractors to effectively communicate key policies and processes.
  • Manage the annual inspection programs of trolleys, cranes, monorails and hoists
  • Function as a Company liaison with all contractors supporting maintenance activities
  • Communicate effectively and professionally with all vendors and internal stakeholders for successful contract completion
  • Evaluate alternatives and make decisions in a fast-paced work environment
  • Assist in developing and track annual contractor budget
  • Perform annual performance reviews of all embedded contractors
  • Assist in process improvements to enhance vendor onboarding, vendor renewal, and lien waiver processes


Required Qualifications

  • Associate’s Degree or two (2) year technical certificate and six (6) years maintenance, financial or engineering experience in a manufacturing environment, including two (2) years of experience in maintenance supervisory or engineering role       OR:
  • High School Diploma or GED/equivalent and ten (10) years maintenance, financial or engineering experience in a manufacturing environment, including five (5) years of experience in maintenance supervisory, financial or engineering role
  • Demonstrated ability to lead others with or without direct authority
  • Ability to manage multiple priorities with deadlines in a fast paced and dynamic environment
  • Demonstrated leadership ability and skills
  • Ability to keep sensitive information highly confidential at all times
  • Solid verbal and written communication skills
  • Strong interpersonal and organizational skills
  • Ability to interact effectively and tactfully with a wide variety of individuals
  • Willingness to provide coverage during off-shift hour and weekends as required
  • Ability to work independently and in a team environment and resolve practical problems
  • Strong attention to detail
  • Proficient skills in Microsoft Office, Project and CMMS
  • Ability to anticipate and adapt to changing situations
  • Ability to perform tasks that include walking, climbing equipment, working within confined spaces and occasionally lifting up to fifty (50) lbs.
  • Must pass drug test, fit-for duty test and background check
  • Must be legally authorized to work in the United States


Desired Characteristics

  • Bachelor's Degree in a Technical discipline
  • Fifteen (15) years of maintenance experience in a refinery or petrochemical facility, including five (5) years of experience in maintenance supervisory role
  • Experienced with financial and analytical concepts
  • Experienced in developing scopes of work, reviewing bid quotes and negotiating service agreements   
  • Ability to achieve maintenance excellence by establishing and communicating goals
  • Comprehensive knowledge of predictive maintenance practices and procedures
  • Proficient knowledge with API 653 standards
  • Strong skills in areas of: operational analysis, budget, problem solving, project management, communication, organizational and leadership
  • Knowledge/experience with 5-S, Six Sigma or Lean Manufacturing principles
