Lead Planning and Scheduling Specialist

The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.

The Manager of Capital Planning and Scheduling is a subject matter expert (SME) and provides guidance and support in all planning and scheduling aspects of capital spend.  This role reports to the Director of Metrics and Reporting supporting all Delek segments, companies and business units (BUs).  This role will collaborate with planning and scheduling (P/S) resources across the company.


  • This role has 4 key accountabilities:
    • Prvide guidance and support, sharing “what good looks like”, mentoring, coaching, and training
    • Identify and ensure key P/S metrics are measured and reprted, enabling continuous improvement and sustainability around this aspect of project management
    • Owner f policies, procedures and workflows for capital planning and scheduling
    • Engagement with prtfolio and project management, ensuring credibility and value to Delek within P/S.  This culd include such things as auditing and supporting BUs or segments to secure resources
  • Ensures projects establish credible schedules appropriate for best practices based on scope, complexity, project development and execution, and would include critical path evaluations, baselining, float and contingency analysis, resources loading, productivity, progress tracking, deviations and corrective actions, evaluation of schedule basis completeness, and connectivity to contractor or turnaround (TA) plans or schedules
  • Collaborate with and guiding other planning and scheduling resources across the company on policies, procedure, and workflow.  Recognizing Delek’s business diversity when establishing or enhancing these key practices and principles, balancing “right-sizing”, value, and sustaining rigor for project development and execution.
  • Aids segments and individual project teams by supporting:  securing the right resource(s) for S/P efforts; mentoring, coaching and training those less experienced or knowledgeable project professionals; interface with leadership when appropriate for insight on issues, concerns, or instill confidence on P/S efforts; auditing schedules or plans in such a manner to influence or direct credibility, control, and success. 
  • Identify P/S metrics, and implement roll out of metrics for reporting across all segments, in a systemic manner, helping and not overwhelming those responsible for reporting, and ensuring training with understanding
  • Lead and facilitate interactive planning sessions (IPS) across company at various stages of project development and execution to ensure alignment and success.  This accountability could be leading and facilitating or ensuring a 3rd party is providing this support. 
  • Champion conducting lessons learned and continuous improvement sessions for planning and scheduling
  • Works closely with Cost and Estimating SME to deliver balance between cost and schedule aspect of project and portfolio management
  • Demonstrated experience with contractor planning and scheduling as well as owner’s needs for planning and scheduling, and knowledge for merging these together for success of the project.  Experience with contractor scheduling to include best practices, and proven ability in recommending improvements when needed for project success.
  • Participates in meetings for key projects and quarterly portfolio discussions as support to capital governance around planning and schedule efforts

Collaborate with accounting and project directors to establish and document schedule hierarchy allowing functionality across all segments and alignment with asset allocation needs and project cost structures


Required Qualifications

  • Bachelor's Degree in Engineering, Finance or Accounting or related areas
  • Seven or more years of planning/scheduling project control experience with a strong background in planning (TA, project, and FEL and FEED efforts including decision making and risk management), schedule development, schedule monitoring, progressing and tracking, reporting. 
  • Diverse experience:
    • Prject size experience, small and large efforts of planning and scheduling, <$5M to $100M
    • Prject complexity, highly complex and also simplicity in approach
    • Prject type, experience with planning and scheduling for infrastructure projects (buildings, power upgrades, etc), refining or similar production improvement related project (debottleneck or expansion), enterprise wide migration projects (S.AP enhancements, accounting migrations to new systems, and similar)
  • Demonstrated experience with contractor planning and scheduling as well as owner’s needs for planning and scheduling, and knowledge for merging these together for success of the project.  Experience with contractor scheduling to include best practices, and proven ability in recommending improvements when needed for project success.
  • Ability to successfully prioritize and complete multiple tasks, collaborating with diverse teams
  • Proficient in the use of Microsoft Office applications (Word, Excel, PowerPoint, SharePoint)
  • Proficient, and able to train and coach others in Primavera P6 and Microsoft Projects project management application
  • Excellent communication skills, in both oral and written forms, with all levels of the organization including Executive Management, vendors and contractors
  • Demonstrated ability to coach and train others around planning and scheduling efforts
  • Must pass drug test and background check
  • Must be Legally Authorized­ to Work in the United States


Desired Characteristics

  • Scheduling certifications; SP (Scheduling Professional) with PMI organization; PSP (Planning and Scheduling Professional) from AACE organization; or similar
  • Portfolio management level planning and scheduling
  • Previous experience working in the refining or petro-chemical industry
  • Ability and willingness to travel as needed
