Delek US Holdings, Inc. is a diversified downstream energy company with assets in petroleum refining, logistics, renewable fuels and convenience store retailing.  The refining assets consist of refineries operated in Tyler and Big Spring, Texas, El Dorado, Arkansas and Krotz Springs, Louisiana with a combined nameplate crude throughput capacity of 302,000 barrels per day.

 

The logistics operations primarily consist of Delek Logistics Partners, LP.  Delek US Holdings, Inc.and its affiliates own approximately 63% (including the 2 percent general partner interest) of Delek Logistics Partners, LP.  Delek Logistics Partners, LP (NYSE:DKL) is a growth-oriented master limited partnership focused on owning and operating midstream energy infrastructure assets.

 

The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.

The Director of Talent Acquisition Operations will be part of the Talent Acquisition (“TA”) leadership team and focus on continuous process improvement to drive operational effectiveness. This position will maintain responsibility for operations and change management affecting the TA team including: recruiting systems and tools, programs and infrastructure, compliance, reporting and data analytics, vendor management and market insights, business reviews and building the tool kit that the talent acquisition organization needs to be successful. Development, refinement, and standardization of processes is at the forefront of this role, with particular emphasis on ensuring processes are repeatable, scalable, and embraced by colleagues. These tools/initiatives will support our aggressive hiring goals, high performance culture, entrepreneurial spirit, and core values.

This role requires a leader who can see, evaluate and improve the Talent Acquisition function at both strategic and operational levels. The ideal candidate will have a proven track record of developing and delivering recruiting strategies, programs and tools that will help ensure Delek selects the very best candidate for all positions while providing an exceptional experience. This position will work in close collaboration with Talent Acquisition, HR, and other stakeholders in the implementation and management of best in class hiring processes, programs, and systems. This position reports to the Senior Director of Talent Management and is located in the Brentwood, TN corporate office.

Job Responsibilities:

The Director of Talent Acquisition Operations will help grow our Talent Acquisition capabilities and ensure we are aligned to industry best practices that drive efficiencies and outcomes of a world-class Talent Acquisition function.    

Key Responsibilities Include:

  • Vendor Management (Existing Partnerships) 
    • Practive management of partners with a focus on vendor consolidation, contract standardization, cost savings, documentation/collateral and management of vendor performance through SLA monitoring & ROI reporting
    • Hst semi-annual business reviews with key partners and business/HR stakeholders to evaluate partner relationship, discuss enhancements, new service offerings, review reporting and overall partner performance
    • Cultivate strng relationships with third party recruitment agencies and staffing firms that yield strong results while managing the procurement, tracking and measurement process
    • Management of existing partnerships include but are not limited to: Affirmative Action, Pre-Employment Background & Drug Screening, Relocation, WOTC, Immigration, Employer Branding Partners (i.e. LinkedIn, Glassdoor), Recruitment Agencies, and more
  • Compliance, Reporting & Data Analytics
  • Respnsible for TA related compliance reporting including AAP, working with HR, legal, or other departments as needed
  • Understand and wrk with TA to maintain accurate and timely documentation on all candidates, searches, hiring manager interactions, and other recruiting activities to ensure government/regulatory compliance is achieved
  • Establish meaningful talent acquisitin KPI’s, metrics and mechanisms to regularly analyze outcomes and apply insights to improve performance
  • Respnsible for TA business intelligence, reporting and metrics for internal HR use, for TA (to run the business of TA, decision support, vendor management), and as inputs for internal customers and company operating mechanisms
  • Assist in the develpment of special reporting and presentations related to hiring trends, recruiter metrics, TA service delivery, scorecards and business reviews
  • Prvide insight and intelligence of internal and external talent landscape, availability and trends in conjunction with Workforce Planning, Talent Acquisition & Talent Management leaders and HR Business Partners to better prepare for and respond to talent demands
  • Respnsible for thoughtful adherence to all Delek Policies, Procedures, and Compliance regulations (internal and external)
  • Stays current n federal and state laws that may impact talent operations

 

  • Talent Acquisition Technology & Partner Evaluation (Recruiting Systems & Tools)
  • Perfrm workflow analysis to determine the most effective and efficient solutions, including identifying non-value added steps and proposing improvements
  • Identify new partnerships/slutions that add value and organizational impact through automation, reduction of administrative burden, cost/time savings, improved decision making, and more
  • Assess new vendr offerings and present to team the opportunities that would enhance/improve and make the recruiting process more efficient
  • Identify and bring frth ATS and CRM system issues and optimization ideas to HRIS & HR leadership team; partner with HRIS and TA leadership on the selection, implementation and administration of all TA technology infrastructure and vendors
  • Drive and manage high-vlume applicant flow through vendor optimization, monitor and plan for new business opportunities, including RPO evaluation for the organization
    • Respnsible for insights on trends in process, policies, metrics, technology and structure and serve as the organization's subject matter expert in these areas

 

  • Customer Experience & Program Management
  • Maintain a high level f industry awareness, understanding the talent landscape to keep tabs on emerging and transitioning businesses, industry news, competitive analysis, etc.
  • Wrk with organizational stakeholders and TA Partners to help drive an exceptional customer experience while developing methods to measure customer experience across various groups – Candidates, Employees and Hiring Managers
  • Ensure effective use f TA tools, resources and campaigns; ensure selection of the right vendors and sources to attract diverse talent and achieve employer of choice status in the talent market
  • Partner n Recruitment Marketing efforts in conjunction with TA and external vendors
  • In partnership with TA & leadership, differentiate Delek as a tp employer by helping to design enterprise programs such as University Relations, Internal Mobility and Talent Outreach
  • Lead and implement special prjects – examples include co-development of a job description library, onboarding, talent branding, social network analytics, dashboard creation, new or enhanced technology, process improvement initiatives, etc.
  • Ensure that all recruiting training materials and dcumentation (i.e.: e-learning, webinars, policies, SOP’s and supporting documentation) are updated and changes are communicated to the team
  • Perfrm other duties as assigned and assist with special projects as required

 

Required Education & Experience:

  • Bachelor's degree in HR, Business, or related discipline; advanced degree preferred 
  • 10+ years of demonstrated progressive Talent Acquisition Partnership or Talent Acquisition Operations experience required
  • 5+ years demonstrated experience in position of influence, to include direct or indirect leadership responsibility
  • Strong proficiency in MS Office Suite and ATS software; SuccessFactors experience preferred
  • Exhibit knowledge of hiring practices, behavioral-based interview techniques, tracking processes for applicants and open positions, and recruiting metrics
  • Demonstrated project management skills with proven ability to manage project timelines including measurement, delivery, and dependencies in a continuously changing, results-focused environment  
  • Change management ability evidenced by prior success with introducing, implementing and driving adoption of new Talent Acquisition initiatives, business processes, work flows, or structures showing direct, positive linkages to achievement of the business strategy
  • Excellent interpersonal skills including ability to effectively interact with all levels of management and collaborate cross-functionally to establish trust, respect, competence and confidence while delivering the highest level of customer service to internal and external customers
  • Knowledge of employment law, including EEO, FLSA, ADA, and associated state regulations
  • Must be highly organized, analytical, action and detail oriented with the ability to function effectively in a fast paced environment
  • Ability to travel when needed – no more than 15% annually

Preferred Education & Experience:

  • Advanced degree in HR, Business, or other related discipline  
  • Merger and acquisition experience a plus
  • Experience in Oil & Gas or Energy sector is strongly preferred
  • Convenience store, restaurant, or retail recruiting experience preferred
