The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.

Position Summary

The role of Corporate Projects Procurement Manager strives to maintain efficiency and quality in the work setting.  They evaluate current business practices to make the best use of the business’s resources to support Delek’s Capital and Turnaround Organizations. Some other responsibilities include identifying areas for improvement, leading contractor strategies, manages overall and TA approved supplier list, leading teams, collecting performance data, and working cooperatively with the procurement department. They must gather information from internal customers, management, and coworkers in addition to the statistical data to ensure that any strategies implemented are feasible.




  • Supervises and develops Capital and Turnaround (TA) Buyers on the procurement staff across multiple sites.
  • Collaborates with peers in other regions of U.S. to drive continuous improvement and alignment.
  • Supports development and implementation of sourcing strategies for Capital-specific, TA-specific, site-specific and regional technical services and materials spend.
  • Ensures spend not covered under strategy is well-managed, via market analysis and negotiation.
  • Supports the development of an effective site Procurement team to provide timely acquisition of technical services and materials for designated projects at lowest total cost of ownership.
  • Ensures procurement goals are aligned with company goals, business drivers, and functional goals.
  • Coaches, develops, and motivates employees through formal and informal processes.
  • Supervises and develops Capital and TA Buyers within the procurement team to meet efficiency and KPI targets.
  • Develops effective relationships with internal customers as well as suppliers.
  • Acts as a champion of change with internal customers and staff.
  • Maintains and oversees focus on value-added activities. Can identify and implement alternative, innovative, and creative solutions to drive lowest total cost of ownership. Capable of balancing cost saving opportunities with risk mitigation.
  • Leads moderate to more complex projects. Can manage multiple work streams with moderate risk and complexity; develops the strategy for projects including cross- functional teams and can effectively lead cross-functional teams.
  • Accountable for service contracts, sourcing plans, strategy/contract implementation and associated metrics for project spend not covered by strategy.
  • At the site and regional level, promotes cross-functional teams in assessing risks and developing models associated with supply and technical improvements.
  • Ensures high ethical, safety, health and environmental standards are met by the organization within area of responsibility.
  • Accountable for meeting project milestones across multiple sites, including, but not limited to major contractor strategy endorsement, and development of procurement practices.
  • Attends project-specific meetings at multiple sites, including, but not limited to Capital and TA Management Team meetings, and TA Boardwalks.
  • Contributes to the development and implementation of purchase-to-pay and strategic sourcing processes, procedures, and systems.

  • Bachelor’s Degree in business, accounting or engineering discipline preferred.
  • A minimum of 6 years of related experience required.
  • At least 3 years of oil and gas or related industry within a capital project or turnaround environment required.  
  • Prior experience leading a team in a Supervisor or Manager position is required.
  • Frequent travel to refineries and corporate locations.
  • Demonstrated experience of purchasing practices and procedures preferred.
  • Must possess proven business judgement
  • Experience dealing with high-functioning field and refining operations, contract management processes and systems, and budgeting and planning processes preferred.
  • Must be able to communicate well between departments, developing a team approach to execution with the entire organization. Customer Service Driven.
  • Proficiency with Microsoft Office applications (Excel, Word, PowerPoint, Outlook, Visio, Publisher, and SharePoint) and Adobe Acrobat
  • Excellent written and communication skills
  • Strong interpersonal skills and the ability build relationships with stakeholders, including staff, customers and external partners

  • Ability to handle sensitive information with discretion, integrity and the highest degree of confidentiality
  • Must pass drug test and background check
  • Must be legally authorized to work in the United States
  • Use and/or knowledge of SAP, NaviTrack and Mobideo a plus
