Refinery Supply Chain Manager (El Dorado)

Delek US Holdings, Inc. is a diversified downstream energy company with assets in petroleum refining, logistics, renewable fuels and convenience store retailing.  The refining assets consist of refineries operated in Tyler and Big Spring, Texas, El Dorado, Arkansas and Krotz Springs, Louisiana with a combined nameplate crude throughput capacity of 302,000 barrels per day.

 

The logistics operations primarily consist of Delek Logistics Partners, LP.  Delek US Holdings, Inc.and its affiliates own approximately 63% (including the 2 percent general partner interest) of Delek Logistics Partners, LP.  Delek Logistics Partners, LP (NYSE:DKL) is a growth-oriented master limited partnership focused on owning and operating midstream energy infrastructure assets.

 

The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.

 

ROLE SUMMARY

The Refinery Supply Chain Manager will be part of the Refinery Leadership Team and is responsible for all Procurement & Supply Chain activities within a refinery, including the effective management of $100 MM+ in non-hydrocarbon, third party spend per year, across a number of areas (e.g. material, equipment, utilities, process consumables, contractor services, logistics and indirect). Primary responsibility will be to optimize spend, minimize supply risk and create value in support of Maintenance, Operations, and Turnarounds.  This position will be the most senior Supply Chain representative on-site and provide leadership to a team of approx. 7 -10 employees and contractors, developing capability and promoting Supply Chain effectiveness, in line with safe and reliable operations.

 

This role will be responsible for driving operational efficiency and effectiveness in Supply Chain through data-driven continuous improvement initiatives, supporting the development and implementation of procurement procedures, operational metrics and CIP in the areas of P2P. The Refinery Supply Chain Manager will collaborate with Category Managers to assist with the implementation of strategic sourcing initiatives but maintain direct accountability for Operational Procurement activities and overall SC success on site.  This role will report to the Sr. Director Supply Chain Refining and will be the conduit between the site and the Function, accountable to deliver value contribution opportunities at Delek’s El Dorado Refinery in Arkansas.

 

KEY RESPONSIBILITIES

  • Drive the SCM agenda, strategy, and execution plan in collaboration with and in support of the local business strategy, securing buy-in from senior leadership and other key stakeholders across the Business and the Function.
  • Establish effective SCM portfolio management processes, while appropriately challenging third party spend arrangements and contracts, in order to deliver value and optimize refinery site costs.
  • Build and nurture effective relationships with senior refinery leadership, other refinery stakeholders (Operations, Maintenance, TAR, and Projects) and external suppliers and contractors, influencing as appropriate to gain necessary alignment. Participate in cross-functional meetings as appropriate.
  • Collaborate with internal stakeholders, external suppliers, and Category Managers to review spend and to develop and implement annual refinery contracting & procurement plans and agreed on sourcing and contracting strategies for the site.
  • Champion use of Delek’s SCM processes, chosen tools, and methodologies including the execution of sourcing events through e-sourcing technology.
  • Lead or participate as required in negotiations and ensure efficient deployment of agreed supply arrangements and contracting plans to deliver step-change in productivity and cost competitiveness.
  • Drive improvement in effectiveness and efficiency of transactional procurement and materials management process, including necessary systems and controls, to ensure seamless operation of purchase to pay processes, materials management and warehouse operations across the site.
  • Coach and mentor the Procurement & Warehouse team to ensure capability development and succession planning, providing sustainable performance and delivery of SCM activities, with a continuous improvement mindset.
  • Champion EHS&S agenda within Procurement and Warehouse Operations teams, and with the Refinery Supplier Base, through rigorous sourcing, contracting and supplier management activities.
  • Ensure behaviors and actions are compliant with all applicable Delek SCM standards, policies, and Limits of Authority.  Ensure compliance with the Law and Delek's code of conduct. Monitor suppliers and contractors as appropriate to ensure they work in a manner consistent with the code and our Core values.
  • Participate in performance management framework for the site’s SCM activities, ensuring the accuracy of reporting, reviewing performance with site leadership and leading performance interventions as required.  Manage key local supplier relationships as appropriate.
  • Manage the annual operating expense budget for the Refinery SCM team as well as being accountable for all activity planning, metrics reporting and delivery of the annual SCM performance plan, in support of the Refinery.

 

 

QUALIFICATIONS

EDUCATION / EXPERIENCE

  • Minimum undergraduate degree in Procurement, Supply Chain Management, Business, Finance or related discipline required
  • All Procurement and Supply Chain Certifications a plus
  • Preferred 10+ years overall work experience as follows (experience may overlap):
    • Minimum of 5 years of experience in a Manager, Supervisor, or SPA (Single Point of Accountability for an area of delivery) capacity required.
    • Minimum of 5 years procurement, supply chain, commercial, contract development or contract management experience required.
    • Minimum of 5 years of experience in Operational Procurement, with an understanding of P2P and overall Procurement Process.
    • Minimum of 2 years energy industry experience required

SKILLS

  • Strong contracting skills with an in-depth understanding of the various contract Terms and Conditions, with the ability to write and/or validate scope, indemnities, liabilities, etc.
  • Good influencing, negotiation and analytical skills are required
  • Demonstrated ability to drive change with a focus on continuous improvement
  • A strong collaborator across the business, Supply Chain and other support Functions
  • Makes decisions with good judgment, taking responsibility for delivery of results.
