Job Summary

The Senior Manager, Improve Engineering is responsible for providing technical oversight and direction during the development and construction of new Greenfield assets and major brownfield facility upgrades and expansions associated with the Company’s hazardous liquids midstream pipelines, terminals, facilities, trucking stations, and loading racks.

The Senior Manager will regularly interface with senior leaders within Delek Logistics Technical Services, and will ultimately be responsible for seeking alignment from those disciplines to meet department objectives. 

The Senior Manager shall both carry out and manage activities related to project engineering support and continually interface with other organizations (Capital Projects, Business Development, Operations, Supply Chain, EHS, etc.), and contract for and supervise 3rd party personnel as required to meet the business unit’s objectives. They shall consult with Capital Projects teams responsible for the development and construction of new Greenfield assets and major brownfield facility upgrades and expansions.

The Senior Manager must balance the needs of various internal customers with frequently conflicting and overlapping priorities. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Lead, develop, and direct a team of 3-5 direct reports from diverse backgrounds and experiences.
  • Contribute to the performance of project development activities such as option generation and screening, system modeling, drawing development, technology selection, equipment rating, etc.  
  • Ensure training and development of staff and manage employee performance formalized within the annual Performance Management Process
  • Consistently maintain and demonstrate a high regard for personal safety, and for the safety of company assets, employees, and the general public.
  • Monitor projects/activities to assure overall conformance to engineering standards, company and operations plans and objectives, as well as related contractual, regulatory, and company requirements.
  • Provide leadership for day-to-day engineering including developing project scopes and designs, establishing equipment specifications, routing, facility layouts, execution plans, commissioning plans, work plans, management of change (MOC), lockout-tagout, and agency notifications.
  • Enforce and maintain company safety policies and procedures, and ensure compliance with all federal, state, and local laws and regulations.
  • Confer with and advise subordinates on administrative policies and procedures, technical problems & solutions, and priorities & methods.
  • Assist in the development of engineering standards, specifications, and policies & procedures required to optimize project delivery.
  • Coordinate within Engineering, and with Capital Project, Commercial, and Supply Chain departments to optimize and expand assets in a timely and cost effective manner.
  • Provide information and feedback on engineering, construction, and operating plans, and related vendor agreements.
  • Develop, promote and maintain positive working relationships with consultants, vendors, suppliers, contractors, and all departments within the company.
  • Complete capital and project reporting and analysis requests.
  • Provide analytics and other information and feedback to management.
  • Perform other duties as assigned.

REQUIRED EDUCATION/EXPERIENCE

Minimum Required Education

  • 7-10 years of hazardous liquids midstream pipeline industry experience is preferred, or 10+ years of refining, petrochemical, gas midstream, or upstream oil & gas experience required
  • At least 3 years of demonstrated direct-report supervision
  • College graduate with a four-year Bachelor’s Engineering degree from an ABET-accredited program
  • Deep knowledge of API and related industry standards and best practices
  • Willing to attend and participate industry-sponsored conferences, seminars, training, and summits.
  • Working knowledge of PHMSA regulations, DOT Part 195, TX Railroad Commission, ASME B31.3 and B31.4 design standards, and API Recommended Practices
  • Overnight travel to company locations and facilities for meetings, training, special projects, emergency planning, or information gathering will be required.
  • Must maintain a valid driver’s license
  • Must be able to obtain a TWIC card
  • Must be willing to submit to DOT random drug & alcohol screening

 

PREFERRED EDUCATION/EXPERIENCE

  • Master’s Degree in an ABET-Engineering program
  • 10-15 years design-house engineering experience
  • A Professional Engineering Licensure is desirable
