Sr Manager, Environmental

Delek US Holdings, Inc. is a diversified downstream energy company with assets in petroleum refining, logistics, renewable fuels and convenience store retailing.  The refining assets consist of refineries operated in Tyler and Big Spring, Texas, El Dorado, Arkansas and Krotz Springs, Louisiana with a combined nameplate crude throughput capacity of 302,000 barrels per day.

 

The logistics operations primarily consist of Delek Logistics Partners, LP.  Delek US Holdings, Inc.and its affiliates own approximately 63% (including the 2 percent general partner interest) of Delek Logistics Partners, LP.  Delek Logistics Partners, LP (NYSE:DKL) is a growth-oriented master limited partnership focused on owning and operating midstream energy infrastructure assets.

 

The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.

Job Summary:
Develops and implements programs to ensure that environment regulatory obligations are met in a cost-effective manner and that environmental risks are effectively managed. Analyzes and maintains detailed records of environmental impacts to air, spill prevention and reporting, water, and waste through process knowledge and/or sampling. Provides leadership in developing company standards that ensure effective management of the environmental footprint and regulatory compliance of assets and operations that progresses minimization of risks and operating costs. Maintains detailed records and prepares related reports and studies for submission to regulatory agencies. .

Job Responsibilities:

-Responsible for environmental permit and regulation analysis. Provide timely regulatory update and develop strategies and programs for facility implementations to ensure timely compliance with federal and state rules.

-Represent company in dealing with Federal and state agency environmental regulatory and related agencies to insure compliance planning and strategies. Pro-actively develop trusting relationships with regulatory agencies as appropriate.

-Provide subject matter expert level support for capital projects and the operation and maintenance of existing assets. Work with business unit and corporate personnel to resolve complex environmental matters.

-Develop and manage process-driven and employee-driven monitoring systems and processes that ensure accurate and timely collection of data.  Conduct compliance audits and provide other environmental surveillances as part of permit-required and regulatory-required activities.

-Develop and implement key performance indicators, compliance management and task tracking systems, recordkeeping, and reporting processes.

-Track, interpret and evaluate proposed and final regulations and agency enforcement priorities to assist in developing compliance strategies and programs/budgets.

-Inform and advise affected peers and leadership regarding compliance status and issues, potential risks and liabilities, and future impacts from new laws and rules as well as provide recommended actions.


Required Qualifications – Education, Skills & Experience:

-B.S. in Engineering (preferred) or related technical discipline

-Minimum 10 years of experience in progressively responsible positions midstream/downstream or related industries

-Strong experience permitting new assets and existing operations

-Strong written and verbal communication skills, capability to organize and write plans, procedures and materials to communicate with senior leadership and operating units

-Adept using MS Office software (Word, Excel, PowerPoint) and related tools (MSTeams, Sharepoint)

-Conduct environmental sampling using commonly-available equipment

-Use EHS compliance software and on-line domains for tracking and reporting

-Perform calculations of environmental impacts to air, land, water, and waste


Work Environment/Physical Demands:

-Ascend and descend storage tanks

-Conduct field reviews of projects and operating units

-Overnight travel
