Cost Control Analyst

The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.

Role Summary

The Cost Controls Analyst provides financial and cost support for Capital Projects. This position works with Engineering, Project Managers, Project Engineers, Financial Services, Strategic Sourcing, and Key Stakeholder groups to gain an understanding of project requirements in order to provide insightful cost management and proper execution of project planning tools.  Adhere to Project Cost Control Policies and Procedures for requirements including, but not limited to, monitoring, preparing and reporting capital costs in monthly forecasts, cash flows and entering purchase requisitions, receiving of work complete and three-way match of invoices.

 

Job Accountabilities

The Cost Controls Analyst must strive to develop error-free, user-friendly, customer-driven products that support DKL’s financial and budget initiatives.  The Analyst must field multiple requests, prioritize workload, and develop efficient practices to provide deliverables and responses in a timely manner. The Cost Control Analyst should be self-motivating and self-improving. The analyst must take pride in the importance of the job function and role within Capital Projects.

 

Description & Responsibilities

  • Utilize the cost protocols with project teams based on project cost control guidelines, which includes adherence to the Delek Project Execution Plan (DPEP), Strategic Sourcing and Delek US policies.
  • Work with various Project Manager to develop project expenditure plans and provide project financial information to Management for use in economic analysis
  • Work with the Project Manager and other internal and corporate employees by initiating requests, developing the cost structure, working with corporate financial analysts, and communicating with the project manager
  • Interface with all Functional/Stakeholder areas (i.e. Operations, Engineering, Construction, ROW, Strategic Sourcing, Construction Outside Services, Legal, Environmental, Health & Safety) with regards to ensuring completion of monthly accrued costs, cash flow, commitments, burn rates, and other potential project information necessary for thorough project analysis, monitoring and control
  • Ensure cost reporting/forecasting for each lifecycle stage of the project is aligned with the scope objectives and reviewed for potential cost overrun
  • Utilize the current project system to analyze data, update spending, identify purchase requisition, purchase order status, and three-way invoice matching.
  • Support the Project Managers in reviewing, checking, processing of Purchase requisitions and coding project invoices, as well as receipts within the current system
  • Prepare financial work breakdown structure reconciliations and journal entries for project cost coding corrections
  • Perform other duties as assigned

 

Required Qualifications

  • Bachelor's degree in finance, accounting, or a business related field with a minimum of 6 years' experience OR a minimum of 9 years of related experience in lieu of a degree
  • General knowledge of project costing and data entry
  • Working knowledge of GAAP and an understanding of basic accounting principles, accruals, audit, and journal entries. Attention to detail and a focus on accuracy.
  • Specific knowledge and experience in project cost controls and cost management processes and issues
  • Computer skills using Microsoft Office products that includes high level of proficiency in Excel
  • Ability to manage multiple tasks and to work with a reasonable level of supervision

 

Desired Characteristics

  • Specific knowledge and experience in project cost control and issues related to pipeline and plant facility projects
  • Familiarity with the best management practices for cost controls, cost management process and forecasting
  • Experience with SAP
  • Experience with ServiceNow
