The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.

Role Summary

The Measurement Specialist is responsible for insuring the accuracy of Delek’s liquid measurement. The Measurement Specialist interacts with internal departments and external parties to resolve and audit discrepancies in measurement data. Provides analysis of various systems in regards to equipment calibration and Gain/Loss reporting. The Measurement Specialist will participate in planning, business improvement projects, configuration, implementation, and operations to ensure accuracy of company measurement systems. Is responsible for fostering and alignment of loss control awareness to all company business units.  


Job Accountabilities

  • Lead, train, develop, and enforce measurement processes and improvement following Delek policies and procedures using API MPMS and NIST standards.
  • Establish and maintain excellent working relationships with internal and external customers.
  • Provide support to maintain and develop analysis measurement tools to accurately report and verify inventory and throughput.
  • Conducts audits of internal and third-party partner’s systems while placing priorities on accurate and timely reporting, equipment accuracy, and data integrity.
  • Establish and maintain performance records for internal and external custody transfer measurement equipment.
  • Possess the ability to plan for strategic company measurement improvement.
  • Coordinate activity with responsible party (owner) to identify issues with meter performance and ensure lock out of any meter is applied until repairs/replacement and reproving can be verified.
  • Provide analysis in resolving measurement discrepancies within the Delek reporting system and formulating claims to resolve disputes with third party partners.
  • Acts as witness during meter calibration of Delek pipeline systems and third-party metering equipment.
  • Train personnel on effective product quality testing and maintenance procedures as per Delek and industry guidelines.
  • Act as the Delek representative for the commissioning or maintenance of third-party measurement equipment or measurement stations.
  • Advise on equipment selection and installation for custody transfer and balance-check metering systems.
  • Liaison to support the establishment and adherence to API MPMS policies and procedures for effective hydrocarbon measurement.
  • Maintain knowledge of industry technology advances in equipment design, specification and product quality.


Required Qualifications

  • Associate’s or Bachelor’s degree in appropriate discipline or equivalent work experience in a directly related field.
  • At least 5 years of experience in liquid measurement or equivalent.
  • Must possess excellent oral and written communication skills.
  • Must have experience with Microsoft Word, Excel, PowerPoint and Outlook as well as learn and operate internal software application.
  • Must have general knowledge of pipeline systems and terminating systems.
  • Must have strong organizational abilities.
  • Travel up to 30%.
  • Must be able to work in various outdoor field conditions.
  • Excellent interpersonal skills (training, presentation, team collaboration and communication), with the ability to influence others.
