Delek US Holdings, Inc. is a diversified downstream energy company with assets in petroleum refining, logistics, renewable fuels and convenience store retailing.  The refining assets consist of refineries operated in Tyler and Big Spring, Texas, El Dorado, Arkansas and Krotz Springs, Louisiana with a combined nameplate crude throughput capacity of 302,000 barrels per day.

The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.


The primary responsibility of the SCADA Manager is to improve system productivity, performance, reliability, safety, and stability by assisting in the design, construction and maintenance of instrumentation and SCADA systems. The SCADA Manager will also assist in the technical design and management of projects from conception through completion for Operations Control. In addition, the SCADA Manager will manage the development, maintenance, and troubleshooting of DKL systems, including Wonderware, HughesNet Communications, and associated systems. The position will lead the planning, enhancements, customer satisfaction and system performance and enthusiastically engage with internal customers to deliver superior capability and value.



  • Develop, support and maintain SCADA systems in a Wonderware System Platform environment.
  • Develop and maintain documentation of existing SCADA infrastructure including hardware, applications, protocols, communication links, and back up strategies
  • Maintain compliance with DKL/API standards and practice for all SCADA requests and projects.
  • Provide training as needed on software functionalities and capabilities.
  • Work with SCADA provider and OCC to evaluate and apply application software updates / patches to all SCADA servers and workstations in accordance with DK IT standards
  • Monitor SCADA system performance.
  • Understand communication infrastructure and issues associated with failures and work with DK IT, E & I group and Comm groups to troubleshoot and maintain system runtime.
  • Facilitate continuous improvement of SCADA systems and the SCADA environment.
  • Assist with the integration of SCADA data to other areas of the business. Provide assistance to dashboards and data mart projects that are in development.
  • Work with 3rd party vendors to provide project cost estimates, scopes and updates.
  • Participate in due diligence efforts involving SCADA system reviews and analysis as well as communication infrastructure
  • Assist all business units with methods to satisfy SCADA data reporting requirements
  • Understand and assist Alarm Management Coordinator and OCC with all alarm rationalization and annual point to point testing requirements for federal regulation CRM. 
  • System Configuration and Administration.
  • Databases and Graphical Displays for Control Center Operations
  • System interfaces, business data processes, and reporting.
  • Work with the Engineering Department, Control Room Management Coordinator and Operations Control on projects to determine points that need to be brought back into the SCADA system when performing SCADA integration of remote field sites.
  • Participate in detailed CAT and point to point testing to meet regulatory requirements.
  • Work closely with the Network group to configure and test communications from the SCADA System to remote PLC’s.
  • Work with field technicians in a real-time environment to troubleshoot data problems and communication problems between the remote PLC site and SCADA.
  • Work with the pipeline controllers to make sure the SCADA application is providing them the ability to control the pipeline at all times.
  • Provide 24x7 support to the Control Center on a rotational basis
  • Document changes, obtain required approvals, and submit changes
  • Responsibilities extend enterprise wide
  • This position provides services to Control Center , Commercial, Marketing, Operations, Environmental and Engineering
  • Incumbent will work as part of an overall SCADA Administrator group
  • Incumbent provides training on SCADA applications
  • Some overnight travel required




Minimum Required Education

  • Bachelor degree in computer science, engineering or equivalent. Experience will be considered in lieu of degree.


Minimum Required Experience

  • 5 or more years of experience with SCADA systems.
  • Wonderware SCADA experience is a plus but other SCADA Systems experience will be considered.
  • Crude/Liquids pipeline experience preferred with a working knowledge of measurement technologies, process control automation, device protocols, networking, and telecommunications.
  • Strong problem solving, technical, and functional skills with the ability to multi-task.
  • Detail-oriented with strong analytical and troubleshooting skills and be willing to learn.
  • Knowledge of file structures, data structures, graphics editors and scientific programming languages.
  • Adhere to good programming practices and strict testing standards.
  • Experience working with the Windows operating system and system administration.
  • Must be able to follow controlled procedures, adhere to database and display standards and change management procedures.
  • Must possess strong interpersonal and communication skills (verbal and written).
  • Independently prioritize work to handle multiple concurrent projects to achieve results.
  • Must be able to take direction, work well in a team environment, and interact with all levels of management, engineering, systems, operations and field personnel. 


  • A working knowledge of real-time systems, particularly SCADA systems or PLCs is preferred.
  • A basic understanding of RTU communication protocols and TCP/ IP communications.
  • Wonderware SCADA application with remote site integration experience.
